JOB DESCRIPTION

The Right of Way Bureau at the Iowa Department is looking to add a new team lead!
This bureau is made up of 44 full time employees that coordinate utility relocation, all property acquisitions and sales for projects located throughout the state. In this critical leadership position, you’ll play a vital role in making sure this work is coordinated and accomplished seamlessly.

Location: Central Complex, Ames IA.
Shift: Monday through Friday, 8:00 AM - 4:30 PM.
Flexible, hybrid / remote work schedules available as approved by section supervisor.
Travel: This position may occasionally require some overnight travel.

As the team lead for the Fiscal and Title Section your daily responsibilities will include:

  • Oversee and coordinate the completion of real estate closings and eminent domain actions for the acquisition of right of way
  • Establish work assignments and balance workloads based on estimated requirements and available staff hours
  • Maintain documents, forms, templates, and instructional materials for procedures related to right of way acquisitions
  • Monitor production schedules and evaluate the status of projects during the right of way process to ensure deadlines are met
  • Act as a technical liaison for Local Public Agencies, county officials, and other agency contacts related to real estate closings and eminent domain procedures
  • Provide training and guidance to right of way staff for complex title issues and serve as the subject matter expert for closing and condemnation processes

MINIMUM QUALIFICATION REQUIREMENTS

Graduation from an accredited college or university and experience equal to four years of full-time work as a right of way agent involved in real estate appraisal, property acquisition, real estate sales or management, or relocation assistance;
OR
an equivalent combination of education and experience substituting the equivalent of one year of full time work experience in real estate appraisal, property acquisition, real estate sales or management, relocation assistance, field-commissioned sales work, right of way engineering, other real estate development support activity, engineering survey, highway construction inspection, or as the manager of a business for each year of the required education with a maximum substitution of four years;
OR
satisfactory completion of any Appraisal Institute course, American Society of Appraisers course, American Society of Farm Managers and Rural Appraisers course, or International Right of Way Association course, or its equivalent may be substituted for each year (thirty semester hours or its equivalent) of the required education with a maximum substitution of four years.
