Performs a variety of working level, technical field inspection duties as needed to ensure contractor, utility and property owner compliance with public right-of-way regulations and standards. Serves as a Work Zone Traffic Control Safety officer for all permitted and other construction or maintenance activities on or adjacent to City thoroughfares. May participate in surveying activities.
Right of Way Monitoring: Works with licensed contractors and utilities to maintain streets and right-of-way areas throughout construction and/or installation of new facilities performing inspections of work sites to ensure work meets current standards set by the City; verifies accuracy of construction work upon request; notifies utility companies of proposed field locations for equipment to avoid damage to existing utilities. Community Relations: Works with residents and businesses when potential complaints are made regarding possible violations of City code and enforces code violation procedures; provides information to the public regarding various department services and projects.
Recordkeeping Operations: Maintains a variety of records related to construction projects, and code violation complaints; maintains and updates records regarding code violations, utility construction, work in the public rights-of-way, and permitting; updates records and maps; reviews permit applications for easement locations, storm and sanitary sewer locations, size, etc.; prepares and maintains records and correspondence on construction projects and department activity. May assist in snow removal operations

MINIMUM QUALIFICATIONS:

Graduation from high school or GED;AND Five (5) years of experience related to above duties; OR An equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

KNOWLEDGE, SKILLS, AND ABILITIES:

Working knowledge of principles and practices and standards of engineering, construction, and surveying; recordkeeping, report preparation, filing methods and records management techniques; applicable state, federal and local laws, rules and regulations; general office practices and procedures; computer applications related to the work; mathematical concepts and principles.
Skill in interpersonal relations and cooperative problem-solving; analytical processes necessary to develop and implement department’s mission, goals, and procedures; using spreadsheet and database software; using tact, discretion, initiative, and independent judgment within established guidelines; researching, compiling, and summarizing a variety of informational and statistical data and materials; communicating clearly and effectively, orally and in writing.
Ability to apply logical thinking to solve problems or accomplish tasks; interpret and apply established rules, regulations, policies, and procedures; establish and maintain effective working relationships with others; read and understand construction plans, blueprints, and technical codes and specifications; work with maps.
Must complete required NIMS level training within first six months of hire. Valid State Driver’s License
Work Environment: While performing the essential functions of this job, the incumbent is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; use hands to handle, finger, or feel; and to reach with hands and arms; employee can be frequently exposed to outdoor weather conditions; working conditions are typically moderately quiet; worker may be exposed to outdoor weather conditions, noise levels typical of construction sites, and fumes or airborne particles.
