Description:
Under the general direction of the Manager of Transportation, the Road Safety Management Engineer heads the Road Safety Branch and is responsible for developing and overseeing the implementation of road safety plans, projects, and policies required to achieve the City’s long-term vision for zero deaths and serious injuries due to collisions. This position supervises the Road Safety Engineer and Road Safety Outreach Coordinator.
As the Road Safety Management Engineer you will:
- Manage and administer the Road Safety Branch.
- Lead the implementation and update of the City’s Road Safety Strategic Action Plan (RSSAP).
- Co-Manage the City’s Road Safety Improvement Program (RSIP) budget with the Traffic Management Engineer.
- Develop and administer a road safety management process for continual safety improvements on the City’s transportation network.
- Establish and continually improve methods for improved consideration of road safety in decisions that impact transportation infrastructure.
- Provide focused road safety input and representation.
- Manage the Branch’s responses to inquires related to road safety concerns and priorities.
YOUR EDUCATION AND QUALIFICATIONS INCLUDE:
- Bachelor of Science Degree in Civil Engineering.
- Certification as a Road Safety Professional (Level 1) with the Transportation Professionals Certification.
- Certification as a Road Safety Professional (Level 2-Infrastructure) with the Transportation Professional Certification Board or the ability to obtain the certification within 12 months of starting the position.
- Master’s Degree in Civil Engineering (Transportation related focus area) is preferred.
- Minimum six (6) years of relevant civil engineering experience including specific experience in road safety engineering.
- Experience developing and administering road safety plans, programs, and policies.
- Experience in quantitative road safety performance measurement, road safety forecasting and trend interpretation.
- Experience carrying out road safety projects, reviews, and studies including developing countermeasures for key road safety issues.
- Experience developing and implementing transportation programs and policies.
- Experience interpreting engineering plans, specifications, policies and writing procedures.
- Experience in public and stakeholder consultation.
- Experience in financial management.
- Experience managing and supervising staff including strong leadership skills, conducting performance management, coaching, mentoring and the ability to promote an organizational culture conducive to the development of a highly motivated workforce.
- Knowledge of systemic and site-specific road safety management approaches, as well as Vision Zero principles and the safe system approach.
- Knowledge of road safety data sources and limitations as well as human factors in road safety.
- Proficiency with Microsoft Office Software (Excel, Word, Outlook, etc.).
- Knowledge of legislation and regulations, and policies and procedures governing the planning, development and safe operation and maintenance of transportation infrastructure.
- Strong verbal communication and presentation skills, with the ability to communicate effectively with diverse stakeholders (general public, media, civic and government officials etc.).
- Effective written communication skills with the ability to prepare technical and non-technical reports.
- Strong political acumen.
- Strong interpersonal skills with the ability to establish/maintain effective working relationships with diverse groups.
