The Training and Professional Development department is responsible for all agency-wide training at RRC. This includes understanding and defining needs, developing high quality learning solutions in partnership with excellent educators, and delivering training in multiple formats throughout the year.
In today’s learning environment, technology plays a major role. We are seeking a Learning Technology Administrator who brings the knowledge and experience necessary to fully leverage RRC’s current and future technology tools and platforms to maximize our effectiveness in meeting and exceeding the expectations of our internal customers, RRC’s employees. This position will report to the Professional Development Manager.
MINIMUM QUALIFICATIONS:
- A minimum of two years of experience with progressive responsibilities for technical administration of a Learning Management System(LMS).
- Experience with learning theory and practices in organizations.
- Knowledge and technical capabilities for website design and execution.
- Knowledge and proficiency with Microsoft 365 Suite: Word, Excel, Outlook, PowerPoint.
- Ability to work at the agency’s headquarters in Austin, Texas at least 3 days each week.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree or higher from an accredited college or university.
- Experience working for a Texas state agency or other Public Sector organization.
- Experience in the initial set-up, implementation, and deployment of a new Learning Management System.
- A collaborative team-based attitude and work style.
- Ability to work independently with minimal supervision.
- Excellent task prioritization and time-management skills.
- A high level of ability with written and spoken communication.

MISCELLANEOUS REQUIREMENTS

PHYSICAL REQUIREMENTS
The physical requirements described here are representative of those that an employee must meet to successfully perform the essential functions of this job.
Ability to reach high and low; open, close and retrieve files from file cabinets as well as operate computer keyboard and appropriate office equipment. Must walk/stand for considerable amounts of time and lift 20 pounds. Must be able to set up training rooms according to the trainer’s specifications, including moving chairs, securing sound equipment, and other materials.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.

Responsibilities:
- Serve as the Primary Administrator for RRC’s new Learning Management System (LMS) from Cornerstone On Demand. This will include the new LMS system setup, deployment, and ongoing management.
- Manage and upgrade the Training & Professional Development Team’s website pages on the agency’s Intranet. Build partnering relationships with RRC’s Communications and ITS divisions to support the Team’s web-based internal branding and information.
- Recommend and install quality metrics of our Team’s effectiveness, perform analysis and produce meaningful reports as may be required.
- Evaluate, make recommendations, and assist with the Team’s ever-changing portfolio of learning options and vendors, including maximizing the potential benefit of the eLearning portfolio that will be bundled with the Cornerstone LMS.
- Support and assist with training event scheduling, especially with virtual programs delivered via RRC’s resident platform, MS Teams, Zoom and others.
- Develop a deep understanding of the Team’s internal processes related to planning, organizing, scheduling and registering learning events, and make recommendations for improved efficiencies, especially related to technical tools.
- Assist with defining, interpreting, and adjusting the Team’s learning procedures and processes to be fully aligned with and supportive of the agency’s mission and vision.
- Assist with the Team’s annual planning and budgeting process.
- Take lead responsibility for various Team projects as may be required.
