Description:

The Approaches to Community Wellbeing is a regional public health system in 31 First Nations communities. It provides expertise, support, services, and programming in public health to communities in the Sioux Lookout region. The program also supports communities in the development, implementation, and monitoring of their own Approaches to Community Wellbeing. The Safe Communities section of the model includes Environmental Concerns, Preventing Injuries, and Emergency Preparedness.
The Safe Communities Manager will provide oversight and direction for the Safe Communities programming of the Approaches to Community Wellbeing. The Safe Communities Manager will oversee the regional services provided by the Safe Communities team and will work with communities to enhance their capacity around Safe Communities initiatives.
The Safe Communities Manager is directly accountable to the Associate Director of Approaches to Community Wellbeing.
2024 Salary Range: $98,551 - $143,916

QUALIFICATIONS:

  • Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment).
  • Ability to communicate in one of the First Nations dialects in the Sioux Lookout Zone is an asset.
  • Post-secondary degree in a health-related field
  • Certificate in Public Health Inspection an asset
  • Incident Management System and Basic Emergency Management training certifications
  • 2 years direct work experience in a project management or management capacity
  • 2 years direct work experience in environmental health, injury prevention, and/or emergency preparedness;
  • Experience supervising projects and staff
  • Understanding of Public Health Systems (including Health Promotion and Protection Act and the Ontario Public Health Standards), and First Nations health systems;
  • Understanding of the unique determinants of health for First Nations in northwestern Ontario, and the health landscape in which they seek services;
  • Extensive knowledge of public health, including environmental health, injury prevention, and emergency preparedness;
  • Experience in project planning and evaluation;
  • Experience working both independently and a team-orientated, collaborative, environment is essential;
  • Strong written and oral communication skills;
  • Strong interpersonal skills;
  • Strong leadership and supervisory skills;
  • Experience managing budgets and fulfilling reporting requirements to funders
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Ability to develop and maintain respectful/cooperative relationships with First Nations people, communities, service stakeholders, and health care providers to promote an integrated seamless delivery of service
  • Must be willing to travel;
  • Must be willing to relocate and live in Sioux Lookout
  • Valid Ontario G drivers licence
  • The ability to perform the requirements of the position on a regular basis

Responsibilities:

  • Develop Safe Communities programming by:
  • Utilize existing research evidence and reports to enhance the Safe Communities programming
  • Conduct focus groups, along with a consultant/facilitator, to discuss the fit of best practices recommendations and models for communities
  • Developing a regional strategic vision and plan for supporting environmental health in communities
  • Working with Community Wellbeing Facilitators to work with communities to look at how to structure Safe Communities at the community level
  • Developing an implementation plan and timeline for Safe Communities components
  • Developing regional policies, objectives, and standards for Safe Communities in conjunction with policy analyst
  • Work with the ACW Director, Associate Director, and other partners to negotiate the transition plan, sustainable funding, and partnership agreements
  • Work with the ACW Associate Director and Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees to enhance Safe Communities
  • Provide supervision and direction to Safe Communities staff by:
  • Ensuring communication practices are clear and in place
  • Providing effective problem-solving and conflict resolution as required
  • Administering, monitoring, and ensuring adherence to organizational policies and procedures and developing and implementing Safe Communities program-specific policies
  • Appraising employee performance
  • Providing ongoing coaching, advice, and motivation
  • Identifying and supporting professional development and training of staff
  • Monitor work plan and finances of Safe Communities
  • Managing the development of annual work plans and reports
  • Conducting ongoing health planning with the Safe Communities staff, including input from community members and the Health Services Advisory Committee whenever possible
  • Assisting in the preparation of an annual budget for each program area as per service goals and objectives
  • Monitoring budget variances
  • Monitoring and ensuring proper financial coding
  • Preparing funding proposals and reports, in collaboration with the Director of Approaches to Community Wellbeing as per funding requirements
  • Coordinate the ongoing promotion of Safe Communities
  • Managing preparation, maintenance, and submission of all correspondence, reports, and briefing notes
  • Conducting presentations as needed
  • Coordinate and supervise Safe Communities services
  • Liaising with leadership, frontline workers, health care providers, and other service workers in communities to collaboratively strategize means to address priority issues related to Safe Communities
  • Facilitate delivery of Safe Communities services to support communities including:
  • Health Promotion
  • Emergency Preparedness
  • Pest Control
  • Environmental Health
  • Injury Prevention
  • Participate and direct delivery of training, educational, and capacity building activities for all communities related to Safe Communities (including certification programs such as incident management system (IMS), transportation of dangerous goods, food safety, water monitoring, etc.).
  • Provide support and advice on zoonotic diseases such as risk analysis and point source identification of hazards for First Nations communities
  • Manage the inspections and investigations into, and control of, food-borne, vector-borne, and water-borne communicable disease outbreaks with respect to risk analysis and point source identification of hazards in collaboration and coordination with the Preventing Infectious Diseases team and the Public Health Physician and EPHOs.
  • Support the development and implementation of a public health response and plans for emergencies including floods, forest fires, and communicable disease outbreaks
  • Provide expert advice and guidance to the ACW Director, Senior Management, and other stakeholders on all aspects of Safe Communities services and program delivery.
  • Action community concerns and requests appropriately
  • Support program and service evaluation and quality improvement
  • Evaluating the effectiveness, relevance, and acceptability of Safe Communities programming in conjunction with the Roots for Community Wellbeing team
  • Develop transition plans for taking on Safe Communities related responsibilities from provincial and federal governments
  • Represent the organization as required in various settings such as internal and external meetings and committees, through community visits, and by conducting presentations at various conferences and meetings as appropriate:
  • Network and coordinate activities with other organizations working in Safe Communities in the Sioux Lookout region
  • Support research initiatives around Safe Communities issues
  • Provide assistance when required and any other duties assigned
