About the Role:
We are seeking a Safeguarding Consultant – Youth Services, Location – Blackburn VIC or Redfern NSW or SA DHQ or QLD DHQ.

Purpose:

  • The Safeguarding Consultant (Youth Services) will conduct announced and unannounced visits to youth support services including high-risk or specialist services as scheduled, to support safeguarding practice and continuous improvement processes to ensure compliance with the Child, Youth and Vulnerable People Safety and Wellbeing Framework.
  • The Safeguarding Consultant (Youth Services) will support the Youth Services Stream to implement the Child, Youth and Vulnerable People Safety and Wellbeing Framework across TSA, including supporting risk assessments, providing training, advice and support, developing and monitoring safeguards and child safety compliance.
  • The Safeguarding Consultant (Youth Services) will provide advice and coaching regarding the management of new and ongoing cases of concerning behaviours and allegations to ensure The Salvation Army meets its legislative compliance requirements across the Youth Services stream.
  • The Safeguarding Consultant (Youth Services) will work closely with the General Manager and National Youth Services team to ensure structures and processes are in place to maintain and enhance quality standards.

Key Roles and Responsibilities:

Case Management

  • Provide specialist advice on risks to children and young people, including risk assessments, managing concerning behaviour, and handling allegations and Safety Management Plans according to the Person of Interest Policy.
  • Develop and recommend youth-focused practices for managing Persons of Interest.
  • Conduct professional supervision as needed and ensure accurate record-keeping.
  • Submit monthly case reports with recommendations to Senior Manager Safeguarding Consultants and GM Safeguarding.
  • Collaborate with Divisional Safeguarding Consultants.
  • Offer coaching and support on complex cases within Youth Services.
  • Present monthly safeguarding updates to the General Manager Youth Services on trends and issues.

Training

  • Deliver specialist training as needed across the Stream.
  • Identify training needs and work with national and state leaders to address them through facilitated and specialist training.
  • Provide expert safeguarding advice as required.

Investigations

  • Collaborate with HR and the National Team to support investigations into concerning behaviour, misconduct, and reportable conduct within youth services.
  • Ensure management of reportable conduct aligns with relevant schemes.
  • Coordinate with the Safeguarding Investigations Team as needed.

Safeguarding Assurance

  • Conduct scheduled and unscheduled visits to youth support services, including high-risk and specialist areas, to ensure compliance with the Child, Youth, and Vulnerable People Safety and Wellbeing Framework.
  • Report findings and improvement plans to the General Manager Youth Services and Senior Manager Safeguarding Consultants.
  • Perform risk assessments and recommend risk reduction strategies for child safety.
  • Create reports and presentations on site visit reviews and significant incidents for the TSA Sentinel Event Panel.

Qualifications and Experience/Skills:

Qualifications

  • Degree in Psychology, Social Work, Criminology, Social Sciences, or a related field.
  • Experience in assessing safeguarding risks in youth-facing and high-risk services, such as AOD or mental health.

Skills

  • Self-motivated with a strong work ethic and high initiative.
  • Ability to handle confidential information with sensitivity and professionalism.
  • Excellent oral and written communication skills for interacting with diverse individuals.
  • Effective at prioritizing tasks and managing time to meet deadlines.
  • Proficient in solving complex problems and managing conflict.
  • Team-oriented, adaptable, and positive.
  • Competent in MS Office with strong attention to detail.

Requirements of the role:

  • A national police record check is required.
  • A current and valid (Working with Children Check or equivalent) is required.
  • A current Drivers Licence is required.
