Description:
JOB DESCRIPTION
The Computer Systems Analyst I will support the Telecommunication Operational Support and Sustainment (TOSS) services for Naval Computer and Telecommunications Station (NCTS) Guam and Base Communications Office (BCO) in Guam. This position will additionally provide support to the Network Operations (NET Ops) and Information Assurance which includes ONE-NET Local Network Support Center (LNSC) Guam, Legacy Networks, Certification & Accreditation, EKMS supporting 29 area Navy commands and transiting forces.
As with any position, additional expectations exist. Some of these are, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor, and staying focused on the assigned tasks.
QUALIFICATIONS
- Personnel performing on this effort shall be U.S. citizens.
- Personnel shall possess a valid driver’s license to operate a motor vehicle on Guam. Local travel is required to perform field support within Government owned facilities.
- Associate’s degree in computer science, Information Technology, or related discipline is preferred.
- 2+ years of experience performing Computer Systems Analyst related functions.
- Minimum Baseline Certifications: CompTIA Security+.
- Minimum Operating System Training: Microsoft Windows 7 or 10.
- Requires the applicant to pass the security clearance requirement for the position
PREFERRED SKILLS & KNOWLEDGE
- Excellent written and verbal communication skills.
- Excellent organizational and planning skills.
- Experience working with the military and/or government.
PHYSICAL REQUIREMENTS
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.

Responsibilities:
- Install, remove, maintain, modify, troubleshoot, and repair voice and non-voice communications systems.
- Install, remove, maintain, modify, troubleshoot, and repair inside plant copper and fiber cabling and house wiring.
- Perform site surveys and cost estimates related to installation or removal of voice and non-voice systems and house cabling.
- Install, remove, maintain, modify, test, troubleshoot and repair analog and digital telephone service including analog and digital telephone instruments, and layer 1 premises wiring, jacks, and structured wiring components.
- Install, remove, maintain, modify, test, troubleshoot and repair layer 1 premises wiring, jacks and other structured-wiring components supporting non-voice service and data services including Category CAT 3, CAT 5, CAT 6, and fiber optic wiring and components.
- Perform site surveys to determine installation requirements and costs for voice and non-voice services as related to the provisioning of CAT 3/5/6 structured wiring systems and components, and fiber optic house cabling.
- Prepare reports and work with online workflow management systems associated with installation and repairs.
- Acquire and work with GIS data related to premises wiring and services.
- Work during inclement weather and recalled supporting restoration of high priority NCTS Base Communications network and system outages when required.
- Meet DON Cyber Security Workforce (CSWF) and DON Cyberspace Information Technology & Cybersecurity Workforce Management & Qualification Manual (SECNAV M-5239.2) certification requirements and perform all work in accordance with CSWF, as applicable to include obtaining certifications.
