The Montgomery County School Board, Virginia, is accepting applications for a Compliance Officer position. We are seeking an individual who can work as part of a team to review, plan, implement, evaluate, and monitor division-wide compliance programs. The Compliance Officer position is responsible for evaluating the school division’s efforts to meet requirements for Title IX and Title VI and other federal and state mandates in order to support learning and work environments that are free of discrimination and committed to equal opportunity. The Compliance Officer must maintain up-to-date knowledge of all policies and state and federal regulations, provide training for staff on policy and regulation information, coordinate programs to ensure adherence to guidelines, address matters relating to compliance issues, implement actions necessary to ensure an effective compliance program and prepare and present reports to the Superintendent and the School Board.

MINIMUM QUALIFICATIONS:

  • Master’s degree in education, public school administration, human resource management or related field
  • Possess effective written, verbal, presentation, and interpersonal skills
  • Ability to interpret and apply complex laws and regulations
  • Knowledge of the principles and practices of investigation
  • Knowledge of Title IX, Title VI, and related laws and regulations
  • Ability to maintain confidential and sensitive information
  • Skill in facilitating educational and training presentations and discussions
  • Demonstrate the ability to work effectively with students, parents, and families
  • Dependability and punctuality required

PREFERRED QUALIFICATIONS:

  • Juris Doctor from an accredited law school or a doctorate from an accredited college or university with major coursework in education administration or related field.
  • Demonstrated record of effective administrative and related instructional leadership experience
    SALARY: $81,104.09 - $146,102.87 annually, based on experience and educational degree.

Responsibilities:

  • Assists in monitoring and assessing division-wide implementation and compliance in all programs and activities subject to policy and regulations
  • Provides policy information and guidance to staff on how to maintain an ethical and compliant culture in all division programs and activities
  • Ensures that compliance issues within the organization are appropriately monitored, evaluated, investigated, and reported
  • Facilitates and evaluates training for all employees and for central and school-based administrators related to compliance issues
  • Responds to alleged violations of rules, regulations, policies, and procedures by evaluating and/or

recommending the initiation of investigative procedures

  • Assists in the investigation and resolution of complaints in incidents involving staff and/or students in accordance with state, federal and district policy.
  • Develops and manages Title IX and Title VI complaint procedures and processes
  • Communicates with complainants and respondents regarding the complaint process, reporting, available resources, supportive measures, and resolution options
  • Initiates action, including investigation, when the school division is on notice of facts that indicate a need to take steps to ensure that the schools maintain a safe and compliant environment
  • Collaborates with the Offices of Equity and Diversity, Human Resources, Student Services, and the Superintendent’s Office to coordinate activities and communication regarding compliance, access and equity
  • Compiles data from a variety of sources to analyze issues and ensure compliance with federal, state, and division policies and procedures
  • Facilitates meetings and guides staff on compliance-related matters; provides support to staff with regard to compliance-related procedures.
  • Reviews and interprets relevant laws, regulations, and guidance and recommends policies and procedures for compliance and effective program administration
  • Develops, reviews, and provides suggestions for updating division policy
  • Completes other duties and responsibilities as assigned by the superintendent
