JOB SUMMARY:

The Supplier Diversity Manager/SCM Compliance Officer has general overall responsibility for SCM compliance activity and the small business subcontracting program, including policy and procedure maintenance, internal and external Small Business and Purchasing System auditing support, SCM/USG acquisition specific departmental training, developing, preparing, and executing individual subcontracting plans, monitoring performance relative to the particular plan and periodic reporting requirements to the United States Government (USG). This includes the Small Business outreach program; identification of Small Business Partners and supports any Mentor-Protege programs and business development goals through the increased use of Small Businesses (SB).
The Supplier Diversity Manager/SCM Compliance Officer also assists operations in supporting bid and proposal efforts related to U.S. Government prime contracts, developing SB strategies for USG solicitations and/or newly awarded prime contracts, and complying with the terms and conditions of awarded contracts.

EDUCATION/ EXPERIENCE:

  • Bachelor’s degree in Business or related field required
  • Minimum 5 years related supply chain compliance or business experience

QUALIFICATIONS:

  • Excellent and personable verbal, presentation, and written communication skills
  • Strong teamwork and interpersonal skills (remain open to others’ ideas, exhibits willingness to try new approaches)
  • Proficient computer skills with Microsoft Office Suite applications including Excel and Access
  • Good analytical and organizational skills, paying attention to detail, good program management.
  • Ability to identify and maintain a high degree of confidentiality, when necessary
  • Strong sense of urgency, with the ability to manage competing demands and frequent changes in the work environment, while managing time effectively to meet deadlines
  • Familiarity and experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), Federal Government and prime contractor procurement procedures and policies as well as the USG acquisition lifecycle preferred
  • Certified Supplier Diversity Professional and/or prior small business liaison experience preferred
  • USG related purchasing and/or compliance experience preferred

Responsibilities:

  • Operate in a self-directed environment to ensure supplier diversity/small business program and supply chain compliance efforts support overall company production and aftermarket strategies while fulfilling contractual obligations to internal and external USG, foreign government, and commercial customers. Develop all small business subcontracting plans, including plan formulation and goal development. Ensure compliance with requirements and timely report filing in the USG / eSRS system as required by FAR regulations.
  • Coordinate with the Department of Defense, the Small Business Administration, and other government agencies on any studies or surveys as may be requested for their agreement or determination of compliance with the subcontracting plan.
  • Maintain awareness and internal awareness/communication of USG FAR / DFARS flow-down requirement emerging trends, regulatory issues, developments, and changes related to Small Business and Purchasing Systems to develop a more proactive approach to risk identification and mitigation for the organization.
  • Provide guidance on SCM / USG purchasing system compliance and Small Business regulation and how it affects the day to day transactions of Procurement and Contracts personnel.
  • Collaborate with purchasing teams on solutions to ensure adequate involvement of SB concerns.
  • Coordinates the company’s activities during small business compliance and purchasing system reviews by Federal agencies and monitors to ensure compliance with changes to USG purchasing regulations and Small Business requirements between audits.
  • Assist all procurement staff in locating capable small businesses (SB) for current or future acquisitions; develop and improve reporting methods and practices as necessary; bring to management’s attention all matters that may significantly affect compliance with respect to the subcontracting plan; conduct periodic meetings with management and/or prepare written reports on overall program status; communicate the effectiveness and contributions of the SB plan.
  • Plan, conduct and promote outreach events with the USG, and other associations/organizations in the industry and develop strong relationships/partnerships with SBA, state, and local officials to facilitate the accomplishment of outreach goals.
  • Participate in local, regional and national trade fairs and procurement conferences and provide counseling as requested; conduct training for procurement personnel regarding the intent and impact of Public Law 95-907 on purchasing procedures; participate as an active member of the local, regional and national minority and SB organizations; meet obligations to speak or join panels on related SB matters; coordinate and encourage SB visits to Company facilities as well as visit SB facilities to provide assistance in doing business.
  • Develop supplier and SB relationships to align the supply base with the overall SCM strategy. Knowledgeable in strategic supply chain and aftermarket principles, theories, and programs. Provides input into supply chain strategies supporting company, SB, and compliance efforts and manages impact to the organization.
  • Conduct periodic internal procurement reviews to ensure compliance with best practice and ensure readiness for internal and external audits. Internal and external audit contact for SCM (ISO, ACSEP, finance, internal quality audits, Contractor Purchasing System Review).
  • Manage supply chain administrative functions including but not limited to small business liaison and reporting, contract office of record, internal supply chain control audits, and supply chain policy & procedures, and departmental instructions. Develop procedures, provide training, tools, and guidance to ensure compliance with Small Business and Contractor Purchasing System Reviews (CPSR) across the organization.
