Description:

JOB SUMMARY

Under the direction of the Supervisor, Administrative Penalty System Screening Officers will be responsible for the review of Administrative Penalties. Screening Officers will interpret and apply by-laws, legislation and policies in order to make fair and reasonable decisions.

REVIEW AND DECISION-MAKING SKILLS:

  • Conduct in-person and electronic reviews of Administrative Penalties.
  • Provide clear, well-reasoned written decisions, including setting out reasons for varying, affirming, or canceling the Administrative Penalty.

LEGISLATIVE AND REGULATORY KNOWLEDGE:

  • Identify, apply and interpret applicable legislation, regulations, polices and procedures.

PUBLIC EDUCATION AND COMMUNICATION:

  • Educate and provide information to the public concerning City by-laws, policies, regulations and the Administrative Penalty System (APS) process and procedures.
  • Communicate using a variety of conflict resolution strategies.

EDUCATION AND EXPERIENCE:

  • Post-secondary degree or diploma in a relevant field (e.g., Paralegal Studies, Court and Tribunal Agent Program, Law Clerk) or an equivalent combination of education and experience.
  • At least 3 years of experience in interpreting and applying legislation, by-laws, policies, regulations, and/or Administrative Penalty System processes and procedures.

ANALYTICAL AND DECISION-MAKING SKILLS:

  • Demonstrated ability to make sound, informed decisions.
  • Excellent analytical skills with a keen ability for critical thinking.

COMMUNICATION AND INTERPERSONAL SKILLS:

  • Exceptional written and oral communication skills.
  • Ability to foster communication, collaboration, and positive relationships with clients and colleagues.

ORGANIZATIONAL AND TIME MANAGEMENT SKILLS:

  • Strong organizational skills with the ability to manage multiple tasks in a fast-paced environment while serving the public effectively.
  • Proven time management skills to handle complex and competing priorities.

TECHNICAL SKILLS:

  • Proficiency in MS Office applications.
  • Familiarity with City Admin and Gtechna software is considered an asset.
