Description:

ORGANISATIONAL CONTEXT

This selection procedure is intended to establish a reserve list of successful candidates. It is envisaged to start using the reserve list in Q1/Q2 2025.
Europol retains the right to make use of the reserve list to select candidates for similar secondments within the organisation, should business needs require so.

Responsibilities:

FUNCTIONS AND DUTIES

  • Development of High Value Targets’ profile and establishment of Operational Task Forces (HVTs/OTFs) with a focus on criminal networks, facilitators, traffickers and criminal hubs;
  • Development of countermeasures to tackle the digitalisation of migrant smuggling and the on-line dimension of THB;
  • Assist investigators with challenges involving new technologies and big data analysis.
  • Focus on the financial aspects of crime.

PURPOSE OF THE SECONDMENT:

The SNEs will contribute to the work of the European Migrant Smuggling Centre in the ESOCC through the execution of a wide range of operational and strategic activities with the aim to support the competent authorities of the Member States in preventing and combating trafficking in human beings.

FUNCTIONS AND DUTIES

The SNE will carry out the following main functions and duties:

  • Provide specialised knowledge and contribute with expertise on operational activities aimed at fighting Serious and Organised Crime involved in human trafficking;
  • Provide support for priority cases and Operational Task Forces assigned by the line management;
  • Develop innovative solutions for investigations, particularly for OTFs, to enhance the Europol’s operational engagement and deliver tangible benefits;
  • Initiate, encourage and further facilitate the provision of a constant flow of information and intelligence from EU Member States to Europol on trafficking in human beings;
  • Support the collection and exchange of data related to trafficking in human beings;
  • Prepare strategic reports as well as other documents on serious and organised crime;
  • Establish and maintain networks of contacts involving but not limited to Europol Liaison Officers, EU Member States’ competent authorities and relevant third parties that could provide relevant operational and strategic information leading to THB investigations;
  • Identify opportunities for Europol and the Member States to initiate joint initiatives;
  • Support the coordination of the THB related activities at international level such as meetings, trainings and conferences;
  • Perform any other duties in the area of competence as assigned by the line management.

The main tasks of ESOCC are to:

  • provide Operational Support to prioritised cases;
  • support the EU Policy Cycle through the implementation of EMPACT priorities;
  • support the development of the Strategic Intelligence Picture on Serious and Organised Crime
