SECTOR DEVELOPMENT LEAD

Fixed Term, Full Time
£42,160 to £49,600 per annum
Location: Chelmsford
Working Style: Anywhere worker (office based 1 day per week)
This is an 18 month fixed term contract or secondment opportunity.
ECC require a Sector Development Lead to champion and execute Essex County Council’s Sector Development Strategy and promote Sustainable Growth. The Sector Development Lead will support the development of new sustainable businesses, assist existing businesses to transition to more sustainable processes and practices, build a foster new partnerships and networks and articulate the economic opportunities from new and emerging sustainable and green sectors. This work will all support in meeting the needs of the Essex Economy and achieving a carbon neutrality by 2050. Your primary focus will be to support delivery against the ECC Sector Development Delivery plan and in line with the ambitions of the Essex Climate Action Commission, promoting a Just Transition to a Green Economy , working within the existing Green Sector Development team and focussing on delivering KPIs defined for the service area.
The role will work flexibly to develop a strong understanding of key growth sectors and economic requirements to support the development, implementation, and delivery of inclusive economic growth for Essex. The role will proactively build a robust network of key local partners and Essex businesses in order to identify breakdown silos, help supply of businesses to meet demand and develop a pipeline of potential projects for investment that supports ECC to meet an ambition of carbon neutrality by 2050.
The role requires a range of engagement, project management, analytical and delivery focused skills, as well as the ability to develop an expert knowledge of the Essex’ Green Growth sectors and their potential to enhance local growth within the Essex economy.
The successful candidate will act as central point of contact in ECC for sustainable economic growth to drive projects, strategy and innovation and provide advice, technical knowledge and programme management as required.

  • Maximising the benefits of inclusive sustainable economic growth within the economy, promoting economic benefits and inward investment to create jobs, secure development, enhance the reputation and meet the carbon neutrality ambitions of Essex.
  • Developing and managing business relationships with internal and external stakeholders in order to identify sustainable opportunities for business, innovation and activity development.
  • Engaging with teams and partners to identify potential projects in advance of funding opportunities.
  • Working collaboratively with internal and external stakeholders to attract grant funding and exploit sustainable growth opportunities where possible across several industry sectors within Essex, including net zero construction, retrofit and clean energy
  • Ensuring strong project and financial management is applied to defined projects and budgetary lines in order that projects are delivered within budget and on time.

You will bring…

  • Educated to degree level and/or appropriate professional qualification relevant to the field or equivalent by experience.
  • Demonstrable evidence of building strong networks and working effectively with a wide range of internal and external stakeholders, influencing partners, and ensuring good relationship management.
  • A level of understanding of the challenges in key green growth sectors including construction, retrofit and clean energy
  • Proven track record of effective project management.
  • Ability to provide robust written and verbal recommendations on proposed courses of action to senior leaders.
