KEY QUALIFICATIONS

  • Considerable experience in the Food and Beverage Production sector and thorough knowledge of Food and Beverage Production sector issues and trends, including relevant legislation, standards and policies affecting economic growth and competition in Toronto.
  • Considerable experience developing complex, long-term strategic plans, and innovative and entrepreneurial programs to help drive business growth.
  • Considerable experience building professional networks and managing extensive industry relationships in the Food and Production sector.
  • Excellent interpersonal skills, including strong oral and written communication skills, with the ability to communicate, present, negotiate and develop solid internal and external relationships.
  • Ability to analyze sectors, industries and companies and lead the development of options or recommendations for sector policies and strategies.
  • Familiarity with sector and industry structures, industry supply chains, business operations (e.g., value chains), sector developments, trends or issues
  • Familiarity with the industry, both domestically and globally, and ability to maintain an effective network with the industry, an asset.
  • Proficiency in business administration, research, marketing and policy development.
  • Sound executive judgement, ability working in a multi-level stakeholder environment, dealing diplomatically with a range of internal and external stakeholder (e.g., Councillors, Senior Leadership and Industry Representatives).
  • Demonstrated commitment to customer service excellence, with strong analytical, problem solving and conflict resolution skills.
  • Ability to interpret City policies, by-laws and guidelines as they relate to Food and Beverage Production.
  • Knowledge of relevant employment legislation including Employment Standards Act, Ontario Human Rights Code, Occupational Health and Safety Act and Accessibility for Ontarians with Disabilities Act.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  • Given the nature and scope of the position, you must have a valid driver’s licence and be able to travel to various locations in a timely, efficient manner, and to work flexible hours, which may include evenings and weekends.

Responsibilities:

As the Sector Development Officer (Food and Beverage Production), reporting to the Manager, Sector Development Office, you will:

  • Develop and implement initiatives aligned with the “Toronto Food & Beverage Manufacturing Sector Road Map 2020 – 2030,” aimed at enhancing competitiveness and fostering economic growth.
  • Act as a specialist to facilitate economic growth in Toronto’s Food and Beverage Production sector
  • Manage projects within approved budgets, ensuring high standards of performance and continuous improvement.
  • Cultivate partnerships with stakeholders including government entities, academia, and industry leaders to drive job creation and investment.
  • Supports the Economic Development and Culture Division in developing and implementing detailed plans, strategies and policies that will advance the City’s Economic Growth Agenda, particularly focusing on the strategies outlined in the Toronto Food & Beverage Manufacturing Sector Road Map 2020 - 2030: Collaborating to Enhance Pathways to Innovation and Growth”
  • Researches, prepares and delivers presentations on industry trends, competitiveness issues, domestic and international “developments, opportunities for growth, regulatory and policy issues, and workforce development to stakeholder groups including business leaders, other orders of government, regulatory bodies and industry associations and City ABCCDs.
  • Provide strategic economic analysis, advice, and specialized business intelligence to local businesses, international investors, small startups, internal stakeholders, government bodies, and industry partners within the food and beverage production sector. This includes analyzing industry trends, competitiveness issues, workforce training, growth opportunities, regulatory changes, and economic forecasts to inform decision-making processes, support strategic initiatives, and enhance the overall economic landscape of Toronto through timely and accurate information dissemination.
  • Manages assigned projects within approved budget limitations, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Develops funding requests and conducts due diligence for funding proposals and administers funds from public and private sector sources.
  • Leverages funding from both public and private sector sources.
  • Assists with the development of the annual sector work plan and budget to improve the business climate, increase employment, attract new investment, develop and strengthen partnerships with industry stakeholders, other agencies and the private sector as well as City ABCCDs and other orders of government
  • Develops targets and criteria to measure the effectiveness and success of programs, activities and projects.
  • Coordinates the City’s participation at domestic and international trade shows, conferences and conventions, as well as promoting the City’s economic development and culture services to national and international business delegations.
  • Prepares reports, press releases, content for industry publications, speeches, and presentations for senior management and Council, as well as other information reports for external chairs.
  • Performs administrative duties relating to partnership agreements, payments, and programs delivery with internal and external stakeholders.
  • Manages client service activities on confidential basis including the provision of direct advice and assistance to companies, business associations, government agencies and other stakeholders. Facilitate business network development and oversee marketing and promotion initiatives.
  • Updates clients on municipal, provincial and federal programs available to industry in order to take advantage of various funding opportunities.
  • Recommends expenditures and monitors budgets, seeks estimates for services, evaluation proposals and quotes for services.
  • Keeps current and up to date on industry trends, outlooks and developments.
