We are seeking an accomplished and driven Sector HSE Manager - Fuel & Gases to lead and support our Fuels, Compressed Gases, and Packaged Gases operations across Australia. This critical role oversees approximately 30 operational sites, including key locations in Queensland, New South Wales, Victoria, South Australia, and Western Australia, spanning a mix of Toll-controlled and customer-controlled facilities.
As a member of our Fuels & Gases Leadership team, you will champion Toll’s Safety Obsessed cultural change program. Your ability to guide, motivate, and coach leaders will be integral to fostering a workplace where safety excellence is at the forefront of everything we do. With a national scope and the opportunity to influence a wide range of operations, from major centres to regional hubs, you will have significant responsibility and opportunity to make an impact, allowing you to make meaningful contributions across the country.
Reporting directly to the Senior Manager HSE - Resources & Industries, with a dotted line to the General Manager - Fuels & Gases, your role places you at the heart of shaping strategic safety initiatives. You’ll manage a regional team of six direct reports and work closely with business leaders to align and coordinate HSEQ activities and processes across fuel and gas operations. This blend of leadership and collaboration is essential to fostering alignment, driving improvements, and ensuring shared success.
Key Responsibilities:
- Leadership & Coaching: Drive the “Safety Obsessed” cultural change program, supporting and mentoring leaders and a high-performing HSE team.
- Operational Excellence: Provide direct, on-site HSEQ advice across operational sites, ensuring compliance with Toll’s Global HSE Management System.
- Incident Management: Lead investigations using approved methodologies, preferably ICAM to identify root causes, and develop effective improvement actions.
- Customer Engagement: Foster strong relationships with customers, participating in HSEQ review forums and supporting tender responses.
- Compliance & Auditing: Monitor adherence to statutory and company HSEQ requirements, coordinating audits, inspections, and compliance reviews.
- Data & Systems: Analyse incident trends, manage the TRAC reporting system, and provide performance reports to stakeholders.
- Training & Development: Coordinate and deliver safety training programs, enhance risk management practices, and strengthen safety leadership.
- Emergency Preparedness: Assist in developing and training emergency response and business continuity procedures.
To be successful in this role you will possess:
- Practical experience in a HSE leadership role.
- Experience within a related or similar heavy industry is desirable (such as transport, logistics, fuels, gases or resources).
- Experience with supporting multiple sites or a geographically diverse business is desirable.
- A sound understanding of operational issues and challenges faced by line managers in implementing HSE processes and programs.
- Experience in relationship management of both internal and external stakeholders.
- Prior experience with third party auditing and/or accreditations is desirable.
Technical/Professional Skills required:
- Detailed knowledge of HSE legislation and the application of risk management principals.
- Ability to exercise sound judgement in the interpretation and analysis of HSE legislation and audit criteria.
- Excellent communication and relationship skills, including the ability to effectively engage with fellow team members, management stakeholders, workers and customers.
- Excellent written communication skills, including high-level report writing capability.
- Experience in conducting incident investigations using ICAM or similar methodologies.
- Ability to work effectively and collaboratively with external agencies including HSE Authorities, external auditors and accreditation bodies.
- Highly competent computing skills, including advanced Word, Excel and PowerPoint.
Qualifications
- Tertiary qualification in Occupational Health and Safety.
- Auditing qualifications / training is desirable.
