Description:
SUMMARY
The Human Resources Manager is responsible for the day-to-day operations of the Soboba Economic Development Corporation. The position also serves as the primary contact for Tribal member insurance programs.
EDUCATION/EXPERIENCE
- Bachelor’s degree in Human Resources, Business Administration or related field of study and ten (10) years progressively responsible experience in one or more of the traditional HR functions in a large complex organization. Any combination of education from an accredited college university in a related field and/or direct experience in this occupation totaling fifteen (15) years, 10 of which must have been in the manager or director level may substitute for the required education.
- PHR, SPHR or similar HR certification preferred.
- THRP helpful.

Responsibilities:
Although other duties may be assigned, the essential duties include the following:
Administrative Duties
- Provides consultation to senior leadership on HR related matters.
- Directs the workforce planning and recruitment methodologies
- Prepares, administers and monitors departmental budget.
- Monitors and reviews exit interview information and identifies trends to reduce turnovers
- Monitor HR policy and procedures as required. Recommends and implements updates to HR policies, procedures and practices.
- Develop and monitor the Tribe’s Compensation practices
- Oversee the worker’s compensation and leave programs
- Review and recommend continuous improvement for performance management and improvement programs
- Accountable for staff development of the HR employees.
- Effectively investigate, document and apply action when appropriate for employee complaints. Proficiently address all harassment grievances.
- Consults with legal counsel as appropriate or as directed.
- Ability to work proficiently on the HRIS system.
