Description:

Are you an experienced program and policy leader with an interest in energy efficiency and a passion for implementing, evaluating and improving programs through data-informed principles and practices? Consider joining a collaborative team as a Senior Advisor where you will lead the delivery of modernized, customer-focused energy efficiency and energy planning programs in the context of electrification and the energy transition.
This is a unique opportunity to oversee and monitor program operations, lead program implementation, support policy development, and foster relationships with energy sector agencies, municipalities, and other stakeholders.

ABOUT US:

The Conservation Program and Partnerships Branch within the Conservation and Renewable Energy Division at the Ministry of Energy is responsible for a range of ministry-delivered energy efficiency and planning programs and initiatives, including energy and water reporting and benchmarking, and the Municipal Energy Plan grant program.

ESSENTIAL KNOWLEDGE:

  • You have knowledge of:
  • policy and program development and delivery principles and techniques.

  • Ontario’s energy sector, regulatory processes, environmental issues and energy supply to support provincial policies.

  • written communication skills to provide recommendations, prepare reports, options papers, socioeconomic and fiscal analyses, Cabinet submissions, briefing materials and correspondence.
  • oral communication and presentation skills to lead consultations, and discuss policy options.
  • partnership and influencing skills to develop and maintain relationships, and build consultation frameworks with various stakeholders including provincial, federal, and municipal partners to advance program objectives.
  • facilitation skills to discuss and resolve issues with stakeholder groups and represent the ministry/ province on task forces and committees.

Project Management and Leadership Skills:You have experience:

  • leading complex and concurrent projects.
  • leading policy initiatives from conception to completion.
  • collaborating with, and providing leadership, guidance and coaching to, project team members.
  • managing complex and sensitive policy and/or project issues

Responsibilities:

  • Lead, facilitate, and foster the development of energy efficiency projects and initiatives across Ontario
  • Apply program delivery principles and practices to ensure consistent stakeholder support, compliance with program policies and procedures, and achievement of program goals.
  • Build strategic alliances with internal and external stakeholders as well as industry associations
  • Evaluate the impact of provincial energy programs and policies.
  • Research, analyse and develop evidence-based strategic policy advice and recommendations
  • Prepare reports, presentations, briefing notes and recommendations for senior management.
  • Participate on working committees, task forces, project teams and panels

  • conceptualize and lead the identification, research and development of program, policy and service design/program options, including impact analysis.
  • lead the evaluation of existing programs and delivery models to determine effectiveness and develop new protocols.
