The Cancer Screening Program is part of the Prevention and Cancer Control (P&CC) team, under the Clinical Institutes and Quality Programs Portfolio at Ontario Health. P&CC brings together cancer prevention, screening, surveillance and research into a single organizational entity, while Cancer Screening focuses specifically on the delivery of Ontario’s four cancer screening programs: Colon Cancer Check, the Ontario Breast Screening Program, the Ontario Cervical Screening Program and the Ontario Lung Screening Program. There are three units that make up Cancer Screening:

  • Program Design and Implementation
  • Operations
  • Quality Management

The Senior Analyst, Health Policy is an integral member of the Program Design & Implementation team and plays an essential role leading the development, planning and implementation of evidence-based program policies cancer screening, as well as supporting the day-to-day work of the clinical and scientific leadership for these programs. This role will be involved in planning and executing initiatives like the implementation of human papillomavirus (HPV) testing in cervical screening and colposcopy in Ontario through work such as developing evidence-based policy and program design and materials to support change management. Similarly, this role will lead work to support program enhancements and operations Cancer Screening Programs.

Here is what you will be doing:

  • Develops needs assessments, jurisdictional scans, policy briefs, options analyses and impact assessments to create program policies and guidance
  • Supports the clinical/scientific leads for the cancer screening programs and external consultants who provide guidance and thought leadership for the program (examples include developing materials for lead presentations and obtaining expert input to support decision making)
  • Monitors, collates and synthesizes information on evidence, including clinical evidence, trends and best practices to facilitate planning and decision making
  • Organizes and supports both internal and external working groups or advisory committees involved in policy development and program design
  • Manages multiple work packages concurrently
  • Provides management and stakeholders with programmatic/status updates, feedback and appropriate reporting on projects
  • Develops and presents material for review and informational purposes using excellent written, verbal, and graphical communications skills, with ability to express complex concepts effectively
  • Has well-rounded expertise and helps facilitate complex project interdependencies between projects and with key partners
  • Takes efficient and prompt action to resolve problems
  • Works for consensus and contributes to achievement of team/group goals
  • Upholds the importance of core values and organizational culture
  • Identifies problems proactively and recommends thorough and practical solutions to a wide range of complex problems
  • Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested

Here is what you will need to be successful:

Education and Experience

  • An undergraduate degree in health sciences, health administration or a related field is required
  • A master’s degree in health sciences, health administration or a related field is preferred
  • Minimum of 5 years of related work experience

Knowledge and Skills

  • Experience formulating policy and working on policy initiatives, assessing impacts and conducting environmental scans and options analyses
  • Experience with leading complex work packages or workstreams of large-scale projects
  • An understanding of Ontario’s healthcare system including primary care, with particular emphasis on population and public health approaches, theory and practice
  • Excellent verbal and written communication skills, including the ability to prepare briefing notes, reports, policy papers and evidence summaries
  • Strong relationship-building skills, with demonstrated experience engaging and building relationships and consensus among diverse stakeholders
  • Detail-oriented with excellent organization and time management skills
  • Demonstrated ability to work independently in a self-directed manner with minimal supervision
  • Familiarity with cancer screening or cancer in Canada would be an asset

Employment Type: Temporary Full Time (12 Month Contract)
