Here is what you will be doing:

The Senior Analyst will be a subject matter expert in Ontario health workforce data and evidence. Reporting to the Manager, HHR Data they will be responsible for:

  • Increasing the unit’s data capacity by leading the development of and working with key health system stakeholder to gain access to new HHR data sets.
  • Developing cutting edge health human resources (HHR) analytics including regional profiles to support on the ground planning.
  • In conjunction with the Lead, Health Workforce Integration, working to develop information repositories and or databases that support HHR program monitoring, including the development of key performance metrics.

As part of the role, the Senior Analyst will work in cross-functional teams with division staff and stakeholders who have varying technical knowledge to identify analysis requirements, inform data collection, prepare, and analyze data, present analysis results, and discuss their interpretation and implication.
To perform their duties, the Senior Analyst will need to have substantial analytics experience using Excel and business intelligence tools. The Senior Analyst will also need to have excellent verbal and written communications skills, in addition to being organized and a creative problem solver to manage multiple concurrent priorities.

Here’s what will make you successful:

  • Be the analytical expert with respect to HHR datasets.
  • Leads the development of surveys and new HHR data sets.
  • Develops accurate, timely and high-quality and complex analytics products (including workforce forecasts), which may include statistical analysis, performance indicators, reports, and data visualizations; consulting with branch staff and/or other subject matter experts in the organization as needed.
  • Leads the analytics development life cycle, which includes activities such as requirements gathering, literature review, methodology development, selecting data sources and/or informing data collection requirements, data preparation, analysis, and documentation development along the way.
  • Interprets, summarizes, and presents key findings to technical and non-technical audiences, management, and clinical leads.
  • Ensuring the quality and integrity of analytics work and supporting other team members in executing on their deliverables.
  • Lead initiatives identified in analytics roadmaps and workplans that advance workflow processes, team’s analytic capabilities and provide enhanced support to their clinical business areas.
  • Acts as the primary contact and source of information to various stakeholders including clinicians, health administrators and management regarding data sources, indicator methodology and informational products.
  • Understands data access and release rules including (PHIPPA and FIPPA).
  • Monitors and adjusts work plans to meet work priorities and objectives, and provide recommendations, escalate risks and mitigations to Manager as they arise.
  • Leverage Business Intelligence (BI) tools to derive insights, automate reporting and enhance delivery of information to key stakeholders.
  • Contributes to local and enterprise-level data and analytics community, by participating in knowledge sharing opportunities and providing input to the development of enterprise data and analytics governance, protocols, and methodologies.
  • Manage multiple concurrent priorities.
  • Stay abreast of ongoing trends and developments in the field of health human resources.
  • Identify process improvement opportunities through automation and collaboration with key stakeholders.
  • Championing Ontario Health’s organizational values of inclusion, diversity and anti-racism and promoting these within the team.
  • Mentor new analysts and onboard new staff.
  • Act as backup in Manager’s absence.
  • Perform other assignments and special projects in support of team and departmental objectives as required.

Education and Experience:

  • University degree (master’s degree preferred) in Statistics, Biostatistics, Epidemiology, Health Informatics, Public Health, Health Science, Engineering, or a recognized equivalent
  • 3-5 years of relative analytics experience is required, preferably in the healthcare sector.
  • Experience in engaging technical and non-technical audiences to gather analysis requirements, interpret analysis results and technical information, and facilitate decision-making.
  • Experience developing or creating analytic products using Business Intelligence tools required (e.g., Power BI)
  • Experience of data analysis techniques
  • Experience linking and analyzing large datasets using statistical, visualization and reporting tools.
  • Experience coding in programming/statistical languages of SAS and SQL is an asset.
  • Experience with R, or Python is an asset.
  • Experience with AI analytics an asset.
  • Experience using healthcare and demographic datasets and standards, including CIHI (DAD, NACRS, CCRS, NRS), RPDB, OHIP, ON-MARG, and Statistics Canada census considered an asset.
  • Experience with health care forecasting/modelling and health care engineering an asset.
  • Superior MS Excel skills (data manipulation, advanced formulas, pivot tables, data model, scenario analysis) required, including ability to query and analyze data with spreadsheet, database, and other analytics software.
  • Understanding of Ontario’s health care environment an asset

Knowledge and Skills:

  • Strong problem-solving and critical thinking capability with excellent attention to detail
  • Ability to develop options and recommendations and assess risks.
  • Strong written and verbal communications skills, including presentations to management and stakeholders with the ability to translate complex data into information that can be used by non-technical audiences.
  • Comfortable working in a dynamic, fast-paced, politically sensitive environment with a high degree of ambiguity
  • Strong interpersonal skills to support work in cross-functional teams.
  • Highly motivated, creative, accountable, organized, and self-starting.
