The Agency is seeking a strategic, innovative, and influential problem solver to serve as its next Senior Associate Engineer or Senior Associate Engineer-PE. EDUCATION, TRAINING AND EXPERIENCE:

Graduation from an accredited four-year college or university with a major in civil engineering or a related engineering discipline, and at least four years of progressively responsible and diversified engineering and project management experience; or an equivalent combination of training and experience.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.
Certain assignments require Wastewater Treatment Operator Grade V Certification; or a Wastewater Treatment Operator Grade III certification, with Water Treatment Operator 2 and Distribution Operator 2 certifications.
Level 1 vibration analysis, infrared and tribology certifications from a recognized training institution are desirable.
For Senior Associate Engineer: Certification as an F.E.
For Senior Associate Engineer - PE: Registration as a Professional Engineer in the State of California.
Knowledge/Skills/Ability

KNOWLEDGE OF:

Theory, principles and practices of engineering design, construction, contract administration and project/program management that relate to wastewater and water treatment/distribution facilities and infrastructure.
Principles of physics, mathematics, hydraulics and geographic information systems applicable to civil, mechanical, electrical, structural, hydraulic, environmental and maintenance engineering.
Modern methods, techniques and equipment used in the design, construction and maintenance of a wide variety of wastewater, water and recycled water capital projects.
The operation of the Agency’s treatment plants and related infrastructure.
Applicable laws, regulations and codes related to the assigned area of engineering or program management.
Modern developments, current literature and sources of information regarding the assigned area of engineering.
Safety policies and safe work practices applicable to the work.
Practices and techniques of sound business communications.
Information technology and computer capabilities applicable to assigned engineering functions, including Supervisory Control and Data Acquisition (SCADA) and geographical information systems at an advanced user level.

EDUCATIONAL REIMBURSEMENT PROGRAM

The Agency may reimburse eligible employees for the cost of educational courses up to $5,250 per fiscal year for the cost of educational expenses that are related to the employee’s work. Limited Term employees are not eligible for this benefit.

Responsibilities:

Provides cross-division coordination on various engineering issues and projects; performs complex calculations and prepares engineering estimates of time/materials costs; assists outside agencies, businesses and the public on engineering, planning and operational concerns; coordinates engineering projects with other public/private utilities; coordinates with member agencies.
Prepares a variety of reports and correspondence on technical engineering matters; prepares Board letters and recommendations.
Serves as engineering project manager for assigned projects; negotiates and manages consultant/ contractor agreements; prepares cost estimates, scopes of work, project schedules and budgets; reviews consultant output for compliance with Agency standards; reviews/approves requests for change orders; prepares project status reports and reviews with management.
Makes authoritative interpretations of applicable laws, regulations, policies and engineering standards.
