JOB REQUIREMENTS:

The position of the Attorney Senior requires advanced and demonstrated skills and abilities.
Essential Requirements:
1. Possess a Juris Doctorate from a law school accredited by the American Bar Association
2. Admission to the Indiana Bar
3. May not have been disbarred in any State or federal court
4. Ability to practice law in Indiana must always be unrestricted
5. Minimum two (2) years of experience in the active practice of criminal law
6. Knowledge of adult education principles and practices
7. Possess a valid Indiana driver’s license
8. Superior communication skills; and
9. Self-motivated and ability to work with little or no supervision.

Responsibilities:

The Attorney Senior is a key strategic co-manager of the ILEA. Duties and responsibilities include, but are not limited to, the following:

Management Responsibilities:

  • Consults with General Counsel and Executive Director on student and employee discipline
  • Consults with General Counsel and Executive Director on internal and external policies
  • Consults with legislators on matters relevant to law enforcement officers and training
  • Assists General Counsel and Executive Director in establishing and maintaining the business culture of ILEA
  • Assists General Counsel and Executive Director in establishing and maintaining the public presence of ILEA
  • Drafts legislation and administrative rules affecting ILEA
  • Manages special projects necessary or helpful to the mission of ILEA and the Indiana Law Enforcement Training Board
  • Other matters/projects as assigned.

Training Responsibilities:

  • Assists in implementing effective instruction for police cadets in areas including criminal law, use of force, and criminal procedure
  • Assists in implementing effective instruction for police officers in advanced legal topics, as well as legal and legislative updates
  • Assists in implementing effective instruction for police chiefs in the executive training program
  • Assists in implementing effective instruction for police officers in instructor development
  • Assists in implementing effective instruction of legal considerations for firearms instructors, defensive tactics instructors, and emergency vehicle operations instructors
  • Assists in implementing effective instruction for confinement officers on legal matters; and
  • Other matters and projects as assigned.

Legal Responsibilities:

  • Assists General Counsel in providing legal counsel to Executive Director regarding legal, regulatory, or political matters, often in situations of intense political turmoil, with little background, and greatly accelerated time frame
  • Assists General Counsel in providing legal guidance to business staff regarding personnel, MOUs, contract interpretation, statutory interpretation, and other business matters
  • Assists General Counsel in providing legal guidance to instructional staff regarding law enforcement related training matters
  • Assists General Counsel in providing legal guidance to the LETB
  • Anticipates, identifies, and alerts Executive Director and LETB to law enforcement-related legal issues
  • Researches, reviews, interprets, and prepares written and verbal opinions on a wide variety of legal subjects with short deadlines
  • Assists General Counsel in representing ILEA and LETB in a variety of legal and administrative matters, including but not limited to decertification of police officers
  • Research and drafts MOUs and other legal documents between ILEA/LETB and other State administrative agencies
  • Researches and responds to demands for documents under the Access to Public Records Act
  • Researches and responds to court subpoenas and discovery requests directed to ILEA or LETB
  • Researches and responds to requests from law enforcement departments and agencies for legal opinions and guidance on legal issues related to law enforcement officers; and
  • Other matters and projects as assigned.
