The role directly supports DCC in ensuring the availability, continuity, and performance of smart metering services to meet the current and future needs of our customers and the energy system. The role achieves this through a process of strategic engagement at a project, programme, company and Department and Regulatory level; and through the practical application of HMT Green Book principles and bringing to bear the considerable experience gained from considering, evaluating and implementing changes to operating models.
DCC must evaluate and make decisions on change based on the development of robust business cases, which are presented to DCC Board for approval. Where changes are more strategic or higher in value and meet specific criteria specified in the DCC Licence, DCC is required to develop five case business cases in a Treasury Green Book (TGB) format and engage the Department of Energy Security and Net Zero (DESNZ) in the business case process.
DCC has an identified a pipeline of change that will require an experienced business case manager to provide practical, hands on support, as well as providing specialist advice and interpretation of HM Treasury’s Green Book, during the business case development, linking to our Business and Development Plan, and supporting continuous improvement and optimisation as existing contracts and services expire. TGB Business case delivery is currently overseen by the Director of Business Case, who managed the DCC business case Centre of Excellence (CoE). The CoE is supported by an external consultancy and, over the coming months, DCC will build an internal team.
We are looking for two highly capable Business Case Managers to produce a range of business cases in DCC, working in the CoE and reporting into the Director of Business Case Development.
The role will require strong analytical and writing skills, economic awareness and an ability to distil multiple stakeholder views into a compelling narrative. The individual must be confident and capable of working and communicating at senior level, including with DCC Executive Committee members and the Senior Civil Servants.
The individual will be expected to work largely independently to plan, structure and author business cases to planned submission dates, managing their time effectively to deliver across multiple business cases when required. This role forms part of the internal business case development capability within DCC and will require strong teamwork skills to ensure best practice is being shared amongst the wider capability team.
What will you be doing?
Drafting and securing approval of, complex, multi million pound, TGB business cases, on a first pass basis, enabling DCC to achieve its objectives while demonstrating a structured approach and astute commercial thinking, as part of demonstrating value for money. This includes:
Breaking down complex problems to understand the core problem statement; identifying appropriate delivery strategies; developing cost models and multi-criteria decision analysis; ascertaining a robust baseline for the measurement of benefits; expert planning skills with the ability to map out critical dependencies and constraints.
Develop a network of stakeholders inside and outside of DCC to capture and challenge assumptions, plan and co-ordinate specialist inputs from across functions and subject-matter experts.
Building financial models that capture the costs, benefits, risks, optimism bias and net present values for options in the Economic Case and the funding requirements for the Financial Case.
Performing sensitivity analyses on model inputs to simulate scenarios that have the potential to impact project outcomes.
Plan and host workshops with key stakeholders to draw out the inputs needed to develop each business case and the associated models.
Lead business case briefings and reviews with senior stakeholders, addressing any feedback and implementing changes with the goal of achieving business case approval.
Coordinate with the DCC Customer Engagement team and Regulatory Affairs to build customer understanding and support for DCC business case recommendations.
Manage/update modelling templates and processes, suggesting improvements for where DCC can develop more efficient and accurate ways of working.
Manage and monitor own business case progress to ensure delivery timescales can be met, communicating risks or potential issues to the Director of Business Case Development.
Support DCC with external stakeholder engagements, such as with DESNZ and Ofgem, where required.
Promote best practice and consistency across business cases by sharing and adopting key learnings.
Assist other DCC colleagues in the internal business case development capability, as and when required.
What are we looking for?
Solid years experience of producing high-quality, multi-million pound, complex business cases, with fluency across all areas of HMT’s 5 Case Model.
Developing accurate financial models for financial risk assessment, affordability and scenario analysis, working with business owners to capture and record modelling assumptions for the financial case.
Understand and develop economic models for Optimism Bias, Sensitivity Analysis, net present value, and other econometric and statistical modes dependent on the proposal.
Excellent communication, influencing and stakeholder management skills, and an ability to communicate confidently and effectively with customers and internal stakeholders.
Good attention to detail, accuracy and efficiency in written and verbal communication with an ability to quickly interpret detail and establish key relevant points.
Strong planning and time management skills.
Self-awareness and an ability to adapt style and approach as required to the task and environment.
A willingness to develop professionally by seeking and acting on colleague feedback.
