Berkshire Healthcare Foundation Trust is seeking a driven, experienced and enthusiastic Senior Buyer to work with its South-East Pharmacy Procurement Service (SEPPS) to manage a multi-million pound portfolio.
Located in West Berkshire Community Hospital, Thatcham at least 1 day a week with the balance of time remote working, this new dedicated senior buyer role will work with the SEPPS team to provide pharmacy related products and services including homecare through its supply chain to 26 Trusts across the South-East.
This is a one year contract. Join us and you will play a crucial role in leading procurement activity and ensuring we have the best quality service provision at competitive prices, contributing directly to the success of SEPPS in meeting the needs of the Trusts it supports.
The standard hours of this role 37.5 hours, Monday to Friday.
To work as part of the Procurement Team within BHFT and to ensure that all orders and contracts placed for the SEPPS, hosted by BHFT:
Achieve best value for money.
Are placed in line with Standing Orders (SO)/Standing Financial Instructions (SFI)/Public Procurement Legislation, Cabinet Office Spend Controls and Trust procurement policy.
Are placed in a timely fashion.
Have a positive impact on patient care.
Are maintained and amendments as needed, are undertaken in a timely fashion.

7. SPECIALIST PROCUREMENT KNOWLEDGE INCLUDING:

  • Public Procurement Law
  • Contract Law
  • Statistical and data analysis skills
  • Knowledge of strategic sourcing methodologies
  • Dispute resolution
  • Probity/Transparency requirements
  • Chartered Institute of Purchasing & Supply Code of Ethics
  • The drive to provide good customer service.
  • Advanced negotiation and influencing skills.
  • Good understanding of computer systems (MS Word, MS Excel, Adobe Pro).
  • Experience in using E-tendering systems (for managing procurement projects, work planning producing notifications etc.).

Responsibilities:

  1. CIPS Level 5 Advanced Diploma in Procurement and Supply
  2. Project Management
  3. Maintain knowledge of developments in public procurement law (including case law and developments in legislation)
  4. Experience in managing multiple complex procurement projects.
  5. Experience in Contract Management
  6. NHS experience is desirable but not essential.
