Job Description:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health), patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Director, Finance, Major Capital Redevelopment, the Senior Capital Financial Analyst is responsible for the development and maintenance of capital and operating expenditure controls and reports related to the Cowichan District Hospital Replacement Project (CDHRP)(Project), which is being delivered through an Alliance contract model. The Alliance contract model involves close integration between Island Health Project staff and the Contractors, through the creation of an Alliance team, to design and construct the replacement hospital. All parties in the Alliance share and jointly manage risks and opportunities through collective responsibility, with performance and cost targets developed and agreed to by the parties during the Project’s procurement phase.
The Senior Capital Financial Analyst is accountable for supporting the development and implementation of appropriate processes and controls for monitoring and reporting of over $1 billion of capital expenditures related to the Project’s procurement and implementation, land acquisition, and design and construction budget components, as well as over $20 million for the Project’s start-up and transition operating budget. In addition, the Senior Capital Financial Analyst is responsible for monitoring and identifying risks related to design and construction expenditures through a complex reimbursable cost Alliance contract, as well as reviewing the progress of Contractors against several Key Result Area targets and the application of financial gainshare/painshare mechanisms related to these targets. This includes supervising and coordinating the work of assigned staff, and liaising with members of the Alliance team, other members of the Island Health Project team, and other departments in Island Health in areas of capital expenditure control, monitoring and reporting.

EDUCATION, TRAINING AND EXPERIENCE

A level of education, training and experience equivalent to a bachelor’s degree in Business, Accounting or Finance or a professional accounting designation (e.g., CPA), with a minimum of seven (7) years’ recent related experience in a complex, computerized accounting/finance environment.

SKILLS AND ABILITIES

  • Demonstrated competencies in cultural safety and humility.
  • Experience in capital project budgeting, reporting and cashflow forecasting.
  • Experience in internal auditing and control procedures considered an asset.
  • Excellent interpersonal, verbal and written communication skills.
  • Proven management, analytical, decision-making, and supervisory skills.
  • Ability to establish and maintain effective working relationships and communication with all levels of staff, senior management, external agencies, other Health Authorities and relevant government agencies.
