Description:

Background
The OSCE Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts and to mitigate the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.
The SPU’s communication and visibility efforts are aimed to highlight the SPU’s contribution to OSCE’s overall response to Ukraine’s challenges posed by the war and crisis in and around Ukraine; give the SPU adequate publicity to ensure that the beneficiaries, target groups and the general public are aware of the nature of the SPU, its objectives, activities and results and ensure visibility of donors’ contribution.
The SPU is planned to run until 31 July 2025. The post extension is subject to the availability of funds, as well as an extension of the project duration.
Please note that the post is located in Kyiv, Ukraine. Alternative working arrangements are provisionally in place.
Tasks and Responsibilities:
The incumbent works under the direct supervision of the Senior Communications Associate, G7 while the Chief of Operations, S acts as the second-level supervisor.
The work involves regular external contact with representatives of media, civil society, governmental press offices, international organizations and Kyiv-based embassies to establish and maintain positive relations and exchange information.

The incumbent is tasked with the following:

  • Prepares monthly thematic social media content plans including flagship events;
  • Generates, edits, publishes and shares engaging content with compelling visual and audio elements to create stories - using video, podcasts, infographics, slideshows and other media, as appropriate;
  • Works with project teams throughout the programme to highlight their achievements/impacts. Proactively writes and gathers editorial content (text, images/photos, audio, video, infographics, etc.) and adapts for web and social media (such as - but not only: Facebook, Twitter, Youtube);
  • Updates on a daily basis social media content across all channels (website and social media accounts - publishing on Facebook, YouTube, Instagram, Twitter, etc.) with quality assurance;
  • Engages with the followers on the SPU different channels; monitors campaigns and analyses data obtained;
  • Stays up-to-date with current technologies and trends in social media;
  • Ensures sufficient and appropriate visibility of the OSCE SPU brand through proper use of logos, brand colours, and tagline across all communication assets;
  • Manages small budgets for multimedia production and social media advertising, including invoice payments to Facebook for paid promotion.

Necessary Qualifications:

  • Secondary education supplemented by formal training or studies in communications/media/journalism or project management;
  • A minimum of 6 years of working experience in delivering creative content as a copywriter or content manager (text, image, sound and video) for social media, preferably in an international environment;
  • Experience working as a social media manager or a similar role;
  • Excellent verbal and written communication skills;
  • Demonstrated experience in maintaining social media accounts (as a user, manager and/or contributor), especially Facebook, Twitter, and Instagram, as well as experience with new media executions;
  • Expertise in graphic design for digital media purposes;
  • Experience drafting texts clearly and concisely in Ukrainian and English;
  • Experience measuring engagement on social media platforms and creating plans utilizing these measures;
  • Experience in working with journalists and other media professionals would be an asset;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet; knowledge of communication related software (e.g. graphics design, photo or video editing) would be an asset;
  • Skills in photography and/or videography would be an asset;
  • Excellent oral and written communication skills in English and Ukrainian.

Remuneration Package
Monthly remuneration, subject to social security deductions, is USD 1, 957 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee’s salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale.
Applicants, together with a motivation letter, should submit a portfolio of examples illustrating own work, such as links to managed social media accounts (indicating type and timeline of own involvement), texts of and links to publications in social media, websites and online or print media, samples of audiovisual work, such as pictures or photo galleries, video products, specifying own role in production (i.e. filming, editing, drafting assignment of filming crew or a designer, managing work of a filming crew or a designer etc.).

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
