DEPARTMENT SUMMARY

The Office of Sponsored Programs (OSP) at HSC is dedicated to supporting the research of our faculty, staff, and students. Our office provides comprehensive services across the lifecycle of sponsored projects. We are committed to ensuring compliance with institutional and sponsor requirements, fostering collaborative research partnerships, and promoting the responsible stewardship of external funding.
As a crucial component of UNT’s research infrastructure, OSP strives to enhance the impact and visibility of our institution’s research portfolio, contributing to the advancement of knowledge and innovation. Our team of experienced professionals works collaboratively with academic departments, administrative units, and external sponsors to facilitate a seamless and efficient grants and contracts process, supporting our research community.

POSITION OVERVIEW

The Senior Contract Analyst supports faculty and staff in development, coordination, and administration of federal, state, and private contracts for sponsored project activities; manages and performs the process of reviewing contracts to external funding sources; serves as an institutional business liaison to sponsoring agencies; facilitates compliance related to contracts under the position’s purview; reviews and negotiates terms and conditions of contracts with sponsors; drafts and negotiates sub-agreements as necessary; trains junior contracts professionals in the Office of Sponsored Programs (OSP); trains new staff on use of contract management software; develops training and presents to research community, including faculty and department research administrators; provides guidance to department and college support staff and faculty members.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree (B. A.) from four-year college or university; and five (5) years related experience, or equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Up to date knowledge of applicable law, and federal and state grant guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and Uniform Grant Management Standards
  • Clearly and candidly expresses self in a professional manner
  • Actively listens and seeks input to ensure understanding.
  • Adapts communication to be appropriate to the other’s level of understanding. Is able to actively and skillfully conceptualize, analyze, and evaluate information to reach a conclusion and make a decision.

PREFERRED QUALIFICATIONS

  • Degree in law, business administration, or a related field

Responsibilities:

  • Understand, interpret, and assess contractual language regarding issues such as intellectual property rights, confidentiality, liability, indemnification, publishing rights, insurance, and jurisdiction, and negotiate the best possible terms, in compliance with University policy and state statutes, for UNTHSC and its principal investigators
  • Interacts directly with external sponsors, including industry contacts, federal sponsors, state sponsors, and private nonprofits for the purpose of negotiations
  • Trains staff with regard to contract negotiation for the above contract types; develops and presents training to department research administrators and faculty related to contracts
  • Research, review, analyze, and interpret statutory and policy language, as well as federal regulations, such as FARs, DFARs, and CFRs, to ensure the application of appropriate terms for educational institutions.
  • Maintains up to date knowledge of applicable law and federal, state, institution, and sponsor guidelines, including but not limited to FARS, DFARS, 2CFR200, and Uniform Grant Management Standards.
  • Monitors workflow turnaround time and time sensitive contracts, subcontracts, and other agreements. Handles each agreement timely, with consistent follow-up and updates to internal customers
  • Works with pre and post award teams on process improvement
  • Assists with policy and procedure development
  • Maintains complete and accurate electronic records and ensures the integrity of data stored in department systems.
  • Drafts and negotiates legal and business terms for sponsored project related agreements, including but not limited to Industry Sponsored Project Agreements, Non-Disclosure Agreements, Material Transfer Agreements, Testing Contracts, Research Contracts, Clinical Trial Agreements, Intergovernmental Personnel Act Agreements, Federal Contracts, Other Transaction Authority Agreements, State Contracts, and Sub-Awards.
  • Drafts and negotiates complex contracts/agreements, including subcontracts containing federal funding flowing through other universities and industry sponsors. Determines appropriate flow down provisions for inclusion in federal, state, and private subcontracts.
  • Draft and negotiate other specialized contractual documents such as nondisclosure agreements, teaming agreements, data sharing agreements, material transfer agreements, and consulting agreements.
