Description:

The NHS GM Contract Management Team is looking for a Senior Contract Manager to join our Mental Health services team.
The post holder will join the NHS GM Contract Management Team which is made up of a number of teams who provide contract management for providers commissioned by NHS Greater Manchester Integrated Care Board (NHS GM) to deliver Acute, Community, Mental Health and Individualised Healthcare services across Greater Manchester.
These providers include NHS trusts, third sector providers and a range of independent sector organisations who deliver these services and the post holder will be allocated a portfolio of agreements which may include NHS Standard Contracts and grant agreements.
As a Senior Contract Manager, you will be responsible for managing a portfolio of contracts for providers in your service area, and monitoring their performance in terms of their contracted levels of activity and expenditure and general service delivery.
You will be responsible for overseeing the annual contract negotiation, drafting of contractual documentation and facilitating the completion of contract schedules and developing robust systems of contract performance management to monitor and report on achievement for your portfolio of contracts.
You will act as subject matter expert, providing contracting advice, guidance and support to staff within NHS GM and members of staff within the team.
You will also deputise for senior contract leads within the team and as a part of a dynamic, cross working department, may be required to work in any of our teams during your employment.
NHS Greater Manchester Integrated Care
Integrated Care Systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health and wellbeing of people who live and work in their area. Their purpose is to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money and support broader social and economic development in their area efficiency. This will be delivered in neighbourhood, place, combinations of places and GM system.
NHS Greater Manchester Integrated Care Boards is the NHS organisation responsible for planning health services for their local population in Greater Manchester. There is one ICB in each ICS area. They manage the NHS budget and work with local providers of NHS services, such as hospitals and GP practices, to agree a joint five-year plan which says how the NHS will contribute to the ICP’s integrated care strategy.

You will be tasked with completing aspects of work that will contribute to the overall delivery and development of the Contract function, including the development of policies and service improvement, whilst ensuring an effective operational management of a portfolio of contracts. You will also be expected to contribute to policy and service changes within the wider NHS GM System.

  • Working to contracted terms and conditions, you will lead regular contract and performance review meetings with providers within your portfolio, ensuring reporting is relevant and timely, and remedial and reinforcing action improves provider performance.
  • You will be involved in the development of the negotiation strategy and lead and assist in the annual contract negotiation cycle and documentation of contracts for a defined portfolio of contracts including arbitration/mediation where necessary.
  • For the portfolio of contracts, you lead on, you will ensure contract levers are enacted in full in accordance with the contract within limits agreed and delegated by the commissioners.
  • Ensure, as appropriate, agreed NHS GM commissioning intentions and priorities are translated into signed contracts that meet national and local requirements.
  • Ensure the financial, quality and operational performance of contracts are efficiently and effectively managed.
  • Assist with the delivery of the organisational quality strategy and with challenging providers for poor performance on quality.
  • Support the development and monitoring of Provider quality incentive schemes.
  • Management of risk, quality and performance issues in line with NHS GM specified processes.
  • Provide relevant and timely specialist contract advice and guidance.
  • Lead and support contract project meetings with internal and external stakeholders to ensure smooth running and engagement of services procured through to contract / service mobilisation.
  • Ensure all assigned projects are completed in accordance with the project scope and timings, highlighting and raising any potential changes, impacts or risks to the project.
  • Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested.
  • Ensure those participating in projects have clear responsibilities, priorities and timescales enabling the team to work coherently to deliver contract project outcomes.
  • Ensure that detailed individual project plans with key objectives, milestones and targets are developed, kept up to date, delivered against agreed timelines and that lessons learnt are captured and shared.
