Primary purpose: Develops, improves, and expands the contract and compliance function. Oversees and administers the full lifecycle of all contracts and subcontracts, primarily in a federal-government contracting environment. Provides guidance on contract development and negotiations directly to senior management and project leadership. Provides direction and mentorship to various internal staff. Summarizes RFP compliance issues and concerns, serves as the company’s compliance lead, and develops conflict-of-interest proposal volumes.

A successful candidate will:

  • Develop policies, procedures, controls, and other tools to improve and expand the contract and compliance function.
  • Administer, interpret, and negotiate all company contracts and subcontracts across all contract types.
  • Coordinate internal contract reviews.
  • Provide sound business judgement, guidance, and recommendations.
  • Represent the company’s interests during negotiations and contract administration.
  • Prepare contract briefs summarizing contractual requirements and action items.
  • Negotiate teaming and non-disclosure agreements.
  • Review solicitations for potential risks and recommend compliance strategies.
  • Develop organizational conflict-of-interest (COI) proposal volumes.
  • Support subcontract RFPs and price/cost analysis.
  • Research and interpret federal acquisition regulations (FARs), statutes, and laws; and provide recommendations to reduce risk and support company compliance.
  • Provide direction and training to management and staff regarding compliance and contract-related functions.
  • Serve as the compliance lead, overseeing and coordinating the compliance program.
  • Ensure compliance with statutory and contract requirements.

Requirements:

  • Minimum of ten (10) years’ experience with federal-government contract administration and compliance, including experience with GSA contracts
  • Bachelor’s degree
  • Experience with all contract types, including fixed-price, time and materials, and cost-reimbursable
  • Experience negotiating non-disclosure and teaming agreements
  • Extensive knowledge of FAR and agency supplements
  • Proficiency in Office 365 products (including Word, Excel, SharePoint, and Teams)
  • Ability to multitask effectively and manage competing priorities
  • Excellent verbal and written communication skills
  • Excellent organizational skills and attention to detail
  • Strong analytical skills and critical-thinking capabilities
  • Ability to work independently and as part of a team
  • Strong follow-through skills
  • Ability to explain legal concepts and regulations to experts and non-experts

Preferred Qualifications:

  • Master’s and/or JD degree
  • Contracts Certification (such as Certified Federal Contracts Manager [CFCM])
  • Experience administering subcontracts
  • Knowledge of employment law, corporate governance, intellectual-property licensing and patents, and commercial litigation
