The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Manager Analytics & Technology Innovation, the Senior Data Scientist is responsible for providing strategic leadership, expertise and in-depth technical assistance in the application of advanced analytics and data science across the OSC. The Senior Data Scientist is also responsible for assisting management with developing and establishing relationships and partnerships with other data science organizations and regulatory agencies as they pertain to advanced analytics. This role is responsible for hands on development and delivery of advanced analytics and data science products using new and emerging technologies to quickly solve business problems. This position requires a Subject Matter Expert (SME) with exceptional communication skills, who possesses advanced knowledge of Python (both libraries and custom code), Artificial Intelligence (AI) and Natural Language Processing (NLP).
Additionally, this role will be responsible for guiding and mentoring other technical staff and developing critical methodologies for application across the branch. The Senior Data Scientist will have the autonomy to shape analytics for the OSC and will be supported in developing and executing a strategic analytics roadmap for the organization.
Working in a Hub-and-Spoke model in order to deliver advanced analytics and data science services to all branches, the role will work to fulfil tasks provided to them by their team lead on their day-to-day work. The Senior Data Scientist will also participate in code review, knowledge sharing and quality assurance of any deliverable outputs.
This role will collaborate with the lead on identifying new tools and approaches to fulfilling analytics needs across the organization. The role requires strong expertise in designing and implementing advanced analytics services, as well as a deep understanding of capital markets data and regulatory needs. The ideal candidate will have expertise in data science, and an ability to take abstract concepts and form them into tangible deliverables.
Key Duties and Responsibilities

Advanced Analytics and Data Science

  • Overall responsibility of deliverables from within the Analytics and Technology Innovation chapter of the Digital Solution Branch
  • Mining, cleaning and delivery of data products to business users with the expertise to write code, analyze and synthesize large data sets
  • Deliver advanced analytics and data science services to all branches at the OSC
  • Contribute to organization best practices for analytics and data science through recommendations to team lead
  • Architect, test and deliver complex cloud-based analytics initially in a prototype fashion to establish quick wins and establish business value
  • Lead a variety of challenging analytics projects in parallel, and taking ownership of Service Level Agreements (SLA) and overall project deliverable timelines. Ensuring end deliverables of analytics projects meet end user expectations, and make modifications where required
  • As a team member in an Agile Framework, participate in Agile ceremonies such as sprint planning, backlog grooming, stakeholder demos and daily scrums
  • Liaise with stakeholders to onboard and refine data needed to perform data analytics, queries, and research.
  • Establish strong understanding of data entities, and their contextual relationship with analytics and data science needs

Leadership and Subject Matter Expertise

  • Contributes to strategic business planning and reviews, policy development and best practice controls for advanced analytics. Identifies risks in the current operations and suggests modifications; implements and documents changes for consideration by Manager
  • Lead and guide Data Science Team Staff; assign advanced analytics work to more junior team members daily, monitor and adjust workflow as required to meet timelines; assist in the recruitment process, and provide input into performance reviews of team staff by Manager.
  • This role will be responsible for understanding and applying industry best practices to the advanced analytics and data science functions within the OSC, by leading the creation and implementation of cutting-edge technology solutions and the deployment of programming languages, AI and NLP to guide the analytics and data science strategy of the DSB branch
  • Responsible for the assignment of task level work to the team, monitoring progress, ensuring timely completion, and reporting back to management. Overarching projects are defined and assigned by the Manager, Analytics and Technology Innovation
  • Build training modules and educate OSC Staff on newly developed processes or analytics products (i.e. PDF Extraction)
  • Liaise with internal end-users to collect feedback on services provided; analyze requirements from feedback received, update deployment processes and protocols and where necessary prepare change recommendation reports.
  • As subject matter expert, participate in code review, knowledge sharing and quality assurance of any deliverable outputs

Qualifications

  • A strong capability for developing products to support change management and drive innovative data solution goals
  • Strong understanding and experience delivering highly complex data science solutions utilizing various open source tools, combined with Microsoft Azure services
  • A talent for synthesizing technological and business concepts and presenting them to a diverse audience of stakeholders both of a technological and non-technological background at all levels of seniority
  • Understanding of multiple lines of business to facilitate communication between multiple stakeholders efficiently and effectively

Educational/Technical Training Requirements

  • Undergraduate degree in STEM programs, including Mathematics, Computer Science, Computer Engineering, Business or other related discipline
  • Master’s degree in related discipline preferred but not required
  • 5+ years of relevant experience in Data Science or Advanced Analytics Roles
  • Experience with Advanced Analytics, Data Science and/or application development
  • Adept with Natural Language Processing and Text Mining
  • Strong experience working with big data (structured and unstructured), and defining efficient solutions to unlock data capabilities
  • Ability to interpret, understand and incorporate highly complex emerging developments within the discipline, specifically in AI. Ideally can interact with academic research and identify practical applications of emerging trends and themes
  • Advanced proficiency and experience working with analytics and development languages, such as Python, R, Scala, PySpark, Angular, React JS etc.
  • Ability to develop and deliver effective reports, presentations, briefing notes and papers to management
  • Ability to accurately, thoroughly and efficiently handle/analyze high volumes of data from a variety of sources and formulate data into simple, complete and concise qualitative and quantitative formats
