Detailed Overview:

PROFESSIONAL/TECHNICAL CAPABILITIES

  • Knowledge of performance measurement and quality improvement methodologies and standards including but not limited to MED2020 Health Information Management System, CIHI Discharge Abstract Database (DAD), CIHI National Ambulatory Care Reporting System (NACRS), MIS Guidelines, and Minimum Reporting Requirements.

  • Demonstrates a strong understanding of leading digital data transformation, modernizing data and infrastructure architecture with cloud data platforms, modern AI engineering and automation application, data enablement, data quality, data integration, and data management processes.

Responsibilities:

Reporting to the Executive Director, CAADSI, the Senior Director, Advanced Analytics and Data Management provides strategic operational leadership for enterprise data management of administrative, clinical and corporate data and digital transformation across Fraser Health Authority (FHA). The Senior Director leads in modernizing data and infrastructure architecture with cloud data platforms, applying modern AI and automation applications, enabling data-driven real-time decision making, ensuring data quality, integrating data, and managing data processes. The Senior Director fosters the creation and use of high quality, meaningful information for impactful organizational decision-making and improvement. Directs the definition and implementation of standardized operational practices and new approaches enabling the identification of various sources for the data required, the most appropriate means of collecting it, and efficient, consistent data mapping and modelling processes for its analysis, summarization and presentation, to be of optimum value to senior level users across FHA. Ensures effective real-time data and system integration and accurate and timely delivery of clinical, administrative and corporate information. Develops new strategies and contributes to the development of systems for monitoring compliance with FHA policies, implements FinOps best practices, procedures and standards for data integrity and quality and protection of privacy. Oversees and engages others in the identification and analysis of business problems and opportunities with the goal of facilitating the rapid implementation of new services for existing and new clients within FHA.
Provides leadership and direction to a team of professional CAADSI leadership and staff performing varied functions including: client problem identification and solutioning, the monitoring and evaluation of resource utilization; trend analysis and program evaluation; business case development; hybrid (on-prem and cloud) database development; and integrated report design and generation on behalf of the organization. Fosters and oversees the development of effective working relationships with and among FHA senior leaders and managers, to ensure a clear understanding of client needs, enhance service delivery and maintain client satisfaction. Partners with data representatives regarding matters such as ongoing information system/database implementation and upgrades, new technologies, and changes to standards or legislative requirements. Collaborates on a regular basis with officials from the Ministry of Health, Provincial Health Services Authority (PHSA), Federal Government Agencies, Canadian Institute for Health Information (CIHI) and other health care – related organizations. Represents FHA on internal and external committees, and task groups as required.

Responsibilities:

  • Provides strategic leadership in the real-time data integration and management of administrative, clinical and corporate information for analytical reporting and fosters the creation and use of high quality, meaningful information and related data technological solutions for decision-making purposes.
  • Monitors industry trends and provide strategic, operational, and information technology leadership for CAADSI / enterprise data management, and data governance, and enables analysis and reporting including developing strategic plans in collaboration with relevant stakeholders.
  • Leads the digital data transformation, modernizing data and infrastructure architecture with hybrid (on-prem and cloud) data platforms. Directs the development and optimization of data models by leveraging the medallion architecture. Establishes a scalable modern MLOps architecture that supports agile development and deployment of ML/AI models and automated performance monitoring and alerts.
  • Oversees the delivery of consulting services to clients for clinical service delivery purposes by providing technical subject matter experts to develop effective engineering / infrastructure / custom application solutions to support clients.
  • Oversees the routine production of the various reports and leading in the selection and implementation of reporting and front-end data capture tools.
  • Oversees the data engineering, application development, and infrastructure teams to ensure all data and infrastructure is monitored and maintained for Fraser Health. This also includes ensuring the coordination of data remediation with sending systems from PHSA and other health information sources. Drives the development and deployment of custom applications, productionize advanced analytical solutions and operationalize into clinical workflows. Supports the development of report automation for productivity gains.
  • Works to build capacity into the information processes and systems for the health authority. Oversees the creation of value-added information from existing and/or new datasets and provides leadership in the identification of gaps in strategic information by developing business cases and overseeing project teams created to address those gaps.
  • Directs the development and implementation of service priorities in response to client input and interprets and evaluates policies, programs, systems and procedures. Assesses the efficiency and effectiveness of the services and identifies and recommends areas for improvement in quality and efficiency.
  • Enables and oversees the use of effective decision support tools across the organization and works to increase integration of databases, reporting systems and other CAADSI data management processes. Works with the client groups, PHSA IMITS representatives and others to evaluate and select the best methods to meet strategic organizational business analysis and reporting needs.
  • Leads the development of production schedules to ensure quality data and the timely delivery of data according to previously defined requirements.
  • Establishes ongoing automated data quality analysis processes, establishing thresholds, documenting any resulting problems, and determining corrective actions.
  • Promotes the profile of the CAADSI and the role of the Data Management to both internal and external stakeholders; develops strategies and initiatives to brand and market high quality information products and services.
  • Implements quality assurance measures to ensure adherence to internal and external coding, abstracting and reporting standards including those of Ministry of Health and Canadian Institute for Health Information (CIHI).
  • Champions the enhancement of electronic data capture systems across Fraser Health.

Qualifications:
Master’s Degree in Computer Science, Business Administration or other relevant discipline, plus ten (10) to fifteen (15) years’ experience. Experience with systems thinking, planning, project and change management, quality and utilization review, systems development, systems and operational design, leadership development, succession planning, organizational development and building community under adverse conditions within a large complex organization.
