JOB SUMMARY

The Asset Management Branch is responsible for the cost-effective management of the City’s $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.
You are responsible for conducting the needs analysis and the development of rehabilitation programs for infrastructure projects through the coordination of research data gathering, analysis of existing infrastructure, and prioritization of rehabilitation needs. Duties include preparing long range planning, needs and feasibility studies for one or more portions of the City’s infrastructure systems, such as buildings, parks, wastewater, drainage, sewer, and transportation networks (roads, sidewalks, bridges, culverts, retaining walls, etc), providing information to address/resolve complaints and inquiries from the general public and elected officials, assisting in the preparation of integrated programs for the City’s infrastructure needs and budgets, as well as supervising employees within the Section.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering or Applied Science from a recognized university, preferably in a Civil, Electrical, Mechanical or Municipal Engineering related discipline
Minimum of 8 years of progressively responsible and practical experience in municipal engineering field with thorough knowledge of infrastructure system design, construction, operation and maintenance
Proven leadership and supervisory experience

KNOWLEDGE

  • Large municipal infrastructure systems, as applicable to the specific position responsibilities
  • Infrastructure renewal techniques, methods and theories
  • Engineering planning, design, construction/rehabilitation pertaining to the work, and related national, provincial and municipal engineering standards, including legislation, regulations, codes and by-laws
  • In-depth knowledge of the City’s infrastructure, including design, operations and performance
  • Principles of project management to plan, organize and control project budgets
  • Principles for evaluation of deficiencies in infrastructure system components
  • General operation procedures for City systems and services
  • Current trends in infrastructure design
  • Awareness of and membership in professional associations to develop professional contacts and to remain current on industry trends and developments
  • Legal issues pertaining to the infrastructure system components, specifically related to the preparation of supporting documentation for proceedings regarding litigation, contract disputes and cost sharing
  • Working knowledge of an infrastructure management system, digital inventories and schematic mapping with an ability to determine data requirements, feasibility and architecture for the inventory
  • General knowledge of renewal technology methods specific to position responsibilities
  • Computer applications pertaining to data base management, GIS, spreadsheet, word processing, e-mail and use of the Intranet and Internet
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures
