Description:

QUALIFICATIONS AND EXPERIENCE

  • Graduate in Civil Engineering Technology or equivalent combination of education and experience.
  • Must possess or be eligible for CET designation.
  • Minimum of five (5) years’ experience, preferably in municipal services engineering.
  • Computer literacy utilizing word-processing, spreadsheet, presentation and database software, and the Internet. Thorough knowledge of Microsoft Window and Office applications and CADD.
  • Ability to work alone and as part of a diverse team.
  • Advanced understanding in the principles and application of Civil Engineering theories, methods, and practices. Advanced knowledge of construction practices and methods, including the ability to interpret engineering drawings and documents.
  • Project Management experience for municipal construction projects.
  • Knowledge of Ontario Provincial Standards Specifications; Ontario Provincial Standard Drawings; ASTM, AWWA, CSA, CCDC; Ministry of Transportation Design Manuals/Construction Manual; Ontario Traffic Manual; Occupational Health and Safety Act; Construction/Mechanics Lien Act.
  • Ability to interact effectively and courteously with all levels of staff and contacts in a customer service focused environment; build cooperative, collaborative working relationships with internal and external customers.
  • Excellent interpersonal, project/time management, analytical, communication, presentation, organizational, administrative, public/media relations and problem- solving skills, Ability to deal independently, courteously and professionally in any situation.
  • Valid Class ‘G’ Driver’s license and reliable vehicle to use on corporate business.
  • Due to the responsibilities of this position, you will be required to have a Police Information Check satisfactory to the Township.

Responsibilities:

The usual responsibilities of the position are:

  • Carries out advanced technical work for the preparation, review and administration of tenders, RFP specifications, contracts, and documents under the direction of the Manager. Reviews and evaluates proposals of bids. Attends site meetings, prepares, and recommends approval with respect to contract changes, extra cost claims, and progress payments.
  • Assists with reviewing documents for engineering asset evaluations with Asset Management Coordinator.
  • Provides review of design drawings, and request for proposals to engage consulting services.
  • Assesses various proposed public utility installations, road occupancy permit applications including the review of plans, associated liaison duties, and issuance of municipal consent approvals.
  • Collects, analyzes, and provides data to department, including inventories for infrastructure such as roads, sidewalks, street lighting, signs, traffic controls, storm and sanitary sewers and catch
  • Coordinates locate request for municipal infrastructure including but not limited to sewer, catch basins, streetlights, traffic
  • Analyzes the fleet operations, including preventative maintenance plans and recommends opportunities to improve performance and efficiencies.
  • Reviews traffic calming requests, road and intersection safety matters, performs analyses and makes recommendations for improvement.
  • Coordinates and/or chairs utility meetings and reports conflicts to the various departments and/agencies.
  • Reviews and recommends changes to the Township’s Engineering Design Criteria Manual and construction/tender specifications.
  • Responds to enquiries and liaises with the public, other departments/levels of government, utilities, consultants, developers, contractors, , on matters relating to municipal services; responds to and investigates associated complaints/concerns.
  • Assists in preparation of the annual capital and operating budget submissions for Roads & Fleet, the preparation and maintenance of asset management databases and the preparation and implementation of SOPs, engineering & related policy documents.
  • Keeps informed on demographic, social economic, regulatory, and relevant policy conditions by researching and networking with other
  • Arranges or assists in the preparation for public meetings, council meetings, open houses, and related Township
  • Works in compliance with the Occupational Health and Safety Act, WHMIS, applicable legislation, regulations, statutes, and departmental policies/procedures/practices and operational guidelines.
