Responsibilities:
Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) and their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and Fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Currently we are looking to hire a Senior Program Analyst.

The Senior Program Analyst will directly support US Navy programs with analysis and oversight of programs/projects to facilitate decision making and improve efficiency. Their responsibilities and duties may include but are not limited to:

  • Work with government program analysts and support creation of Network Activities (NWAs) in ERP, as well as run various ERP reports to capture status of reimbursable and direct cite funds provided by various sponsors/activities.
  • Assist with maintaining, updating various financial tracking tools to support comprehensive, financial management.
  • Assist with developing financial briefs and presentations.
  • Support the government analyst with the investigation, reporting and resolution of financial issues, including labor and non-labor expenditures, material and contractual obligations.
  • Provide financial status of execution year, as well as carried in funding, including spend rates, expiration of funds, and balancing of NWAs.
  • Participate in monthly Financial Execution meetings with the funding sponsor, reporting on the status of funding received as well as execution plan for both Cost Reimbursable and Direct Cite funds.
  • Establish funding execution plans based on phasing and execution benchmarks.
  • Consolidate financial slide briefs for reporting to upper management, program sponsor and NSWCPD Command.
  • Created End-of-Fiscal Year tracking device that is used as a tool to manage and track expiring funds through the end-of the fiscal year. This tool has helped manage the proper planning and execution of all expiring funds
  • Manage the preparation and processing of contract request documents to place direct cite funding on contract. This includes tracking receipt of funding from the sponsor, TI modifications through to award.
  • Participate in meetings with the Acquisition Manger reporting on Direct Cite contracting actions.
  • Provide direct oversight of the analysis of data and the development of graphs for reporting boat failures.
  • Lead and manage the weekly team meetings.
  • Research and de-obligate unliquidated obligations.
  • Maintain records management for funding documents.
  • Serve as the point of contact for the day-to-day budget/financial issues.

Required Qualifications:

  • BS degree and 5+ years’ experience in financial management (or HS+11, AA+8, MS+3, Phd+1)
  • Excellent communication skills, both verbal and written
  • Candidate must have active Secret clearance
