Position Summary
The Senior Financial Planning Analyst leads financial planning and analysis and oversees budget preparation and cost control for an assigned portfolio. Our ideal candidate is a relationship builder who will work closely with various stakeholders including business unit managers, the Executive Team, and the Ministry of Health. The successful incumbent ensures accurate financial forecasting, effective budget management, and compliance to support informed decision-making and financial stability.

Key Accountabilities:

  • Provides advice and support on various projects and initiatives, including evaluating alternatives and preparing business cases.
  • Conducts financial planning and analysis to inform decision-making.
  • Prepares and presents financial information and key non-financial drivers to provide recommendations that align actual performance with budgeted goals.
  • Oversees development of short-term and long-term planning templates and reports, including budgeting, forecasting, and capital outlook.
  • Supports the treasury operations with daily short-term cash flow forecasting, monitors intra-day cash positions, and ensures sufficient daily liquidity.
  • As delegated and part of treasury controls, supports various banking transactions.
  • Assists with insurance administration activities.
  • Approves cost center purchase order (PO) requisitions and challenge expenditures against budgeted resources.
  • Manages internal stakeholder relationships - provides training to cost center managers on budgeting and reporting tools.
  • Monitors and analyzes budgetary discrepancies to implement recommendations for cost control and efficiency.
  • Prepares consolidated budget and forecast packages for the Executive Team / Board of Directors.
  • Develops and presents board materials, presentations, and key performance indicators.
  • Evaluates risks and opportunities related to the budget and forecast to provide actionable recommendations.
  • Responds to inquiries and provides support on various projects and business cases.
  • Creates and maintains interactive dashboards that provide clear, actionable insights, to ensure data accuracy and integrity. Works with various teams to understand business needs and translate them into effective data visualizations.
  • Prepares Zero-Based Budget Reports and government-wide Result-Based Planning documents.
  • Leads the financial planning and analysis (FP&A) team in complex analyses required by the Ministry of Health.
  • Provides recommendations to close funding gaps and identify early fiscal year risks and opportunities.
  • Sets up and customizes systems, reports, templates, and workflows.
  • Addresses and resolves issues related to the Budgeting, Planning, Reporting, and Consolidation (BPRC) system.

Qualifications:

  • Bachelor’s degree in accounting, finance, or business.
  • 5-6 years progressive financial planning/analytical experience.
  • Experience in budgeting and long-term financial planning.
  • Experience with PSAS, ASPE, and IFRS accounting standards preferred, understanding of GAAP.
  • Broader Public Sector Act experience would be considered an asset.
