Description:

Summary of Duties:Under general supervision of the GIS Manager, analyzes and fulfills requests for Geographic Information System (GIS) data, products, and services. Designs, creates, maintains, and updates GIS datasets and data layers, maps, attribute information, topology, routing, map products, mobile apps, web-based services, metadata, aerial imagery and raster files, exhibits, lists, reports, and documentation. Performs geospatial data analysis and helps with field data collection and processing.Assists with GIS data updates and maintenance for Enterprise Asset Management System (EAM/AMS) and Land Management System (LMS). Uses and develops software programs and applications to generate maps, lists and reports, meets with users for needs and systems analysis to determine business workflows and develop applications utilizing software development life cycle (SDLC) methodologies and model types for assigned projects. Provide GIS data, products, and services that are correct, complete, consistent, current, and convenient.

EXPERIENCE WITH:

  • ESRIs comprehensive suite of ArcGIS products including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online and/or ArcGIS Enterprise Portal, ArcGIS Field Maps, and ArcGIS Survey123.
  • Programming & scripting using Python, JavaScript, Arcade, and/or other programming languages, and web applications development.
  • Autodesk AutoCAD or other CAD software program.
  • Relational Database Management System (RDBMS), especially MS SQL Server with ArcSDE.
  • MS Office Suite software and MS Access DBMS.
  • GPS/GNSS surveying and data collection principles and practices, technology, and software applications especially Trimble GPS/GNSS products, or other GPS/GNSS products.

Knowledge of:

  • Enterprise Asset Management System (EAM/AMS) and Land Management System (LMS).
  • MS Power Automate or Integromat or similar, and webhook configuration.
  • MS Visio program or similar, and MS Project program or similar.
  • Adobe Acrobat and Photoshop.

Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assists in designing, creating, editing, enhancing, maintaining and updating various GIS datasets and data layers, tables and attribute information, mapping products and services, and raster imagery files, using the correct pre-defined format.
  • Analyzes geospatial data and performs statistical/quantitative analysis using complex queries, geoprocessing tools, programming and scripting.
  • Develops and implements topology rules and performs quality assurance and quality control (QA/QC) procedures for GIS datasets to assure data accuracy and conformance to standards.
  • Meets with users for needs and systems analysis to determine business workflows, and for enhancements of existing custom scripts and applications.
  • Designs and develops new custom scripts, applications, and programs using software development life cycle (SDLC) methodologies and model types.
  • Conducts plat, plan, as-built drawings, documents research, and field work as needed, to resolve data discrepancies and issues.
  • Reviews and interprets property legal descriptions, as-built drawings, aerial maps, recorded plats, property maps, and survey maps, uses Coordinate Geometry (COGO) methods and tools to delineate real property, other area feature boundaries and linear features.
  • Aids in development, implementation and updating of geodatabases including adherence to versioning policies and procedures in an enterprise environment.
  • Creates and maintains metadata for GIS datasets that conform to FGDC geospatial standard.
  • Monitors and downloads monthly and quarterly updates from various County 911 Departments, County Tax Appraiser files, research and verify all GIS related data including parcel discrepancy report results.
  • Provides GIS technical support and customer support for end-users and customers, and helps to trouble shoot to resolve GIS software issues.
  • Acts proactively in meeting with users to determine customer needs, perform detailed needs and systems analysis for GIS projects.
  • Develops and maintains comprehensive forms and documentation of system standard operating procedures (SOPs), protocols and policies per established industry standards.
  • Implements program changes in response to requests for additional system capabilities and coordinate program changes with other affected users.
  • Performs GIS asset data updates for Enterprise Asset Management System (EAM/AMS), and parcel and address data updates for Land Management System (LMS).
  • Prepares time estimates and associated costs for proposed projects.
  • Provides technical expertise by maintaining current knowledge of the GIS environment.
  • Conducts training sessions and identifiesGIS educational and training requirements for users.
  • Provides expertise and assistance in maintaining reasonable security for the GIS, ready file access and effective database and system administration.
  • Responds to questions and requests from end-users and customers regarding GIS requirements,
  • Provides Emergency Operation Center (EOC) support in times of emergency or crisis.
  • Updates and maintains TWFD public safety mapbook and street index list data as needed.
  • Performs other related duties as assigned.

    Education: Bachelor’s Degreefrom an accredited 4-year college or university in Computer Science, Engineering/Technology, Environmental Science, Geography, GIS, Management Information Systems or related field; or any 4-year degreefrom an accredited college or university in combination with a GIS certification.
    Experience: Minimum of three (3) years of progressively responsible experience as a GIS Analyst, in working with a comprehensive Geographic Information System; or equivalent combination of education and experience that provides the applicant with the knowledge, skills and ability required to perform the job. Previous municipal work experience preferred
