Responsibilities:

YOUR ROLE IN ELEVATING THE EAST MIDLANDS

The delivery of strong governance and accountability will be crucial to EMCCA’s future success and impact. We want to do governance differently at EMCCA – and we want to do it better. Our ambition is to develop an ‘East Midlands way’ that becomes the best practice exemplar for Combined Authority governance and accountability.
You will have an important supporting role in ensuring we reach the standards we desire and enable decision-making that is strategically aligned, effective, proportionate, and open to test and challenge.

KEY RESPONSIBILITIES

The Senior Governance Officer (Accountability) will be responsible for:

  • Driving the Annual Work Programme: The post holder prepares and delivers the Annual Work Programmes. This includes managing cross-cutting reviews, working groups, policy development, and ensuring appropriate review of EMCCA process, procedure and decisions.
  • Providing Committee Support: They manage, attend, and support meetings of EMMCAs Regulatory Committees (or other relevant Committees). This involves capturing outcomes, producing agendas, minutes, and Reports.
  • Providing Independent Advice: The officer provides independent and impartial advice to members of the Regulatory Committees regarding their roles, procedural matters, constitutional issues, and governance.
  • Delivers Research and Reporting: They conduct research on agreed topics, deliver draft findings, options, recommendations, or committee reports in a timely manner.
  • Undertake Networking and Training: The officer maintains effective relationships with other professionals, partner organizations, and groups. They also identify and undertake training for personal development and continuous improvement in support of the Regulatory Committees
  • work to ensure that decisions are made in accordance with legislation and the EMCCA Constitution.
  • support a range of other meetings including key partnerships, internal working groups and other meetings as directed
  • will manage, deploy and co-ordinate all resources in a well-planned and controlled manner, ensuring that service requirements and resource levels are fully identified.
  • maintain knowledge and awareness of legislative change, and ensure that processes are in place to identify, plan and implement changes to confirm to legal requirements, cooperatively with governance services.

STATUTORY RESPONSIBILITIES

The post holder will play a crucial role in promoting the importance of overview and scrutiny within the council. They advocate for transparency, accountability, and good governance.

The post holder will be designated as EMCCAs statutory scrutiny officer with responsibility to discharge key functions. Those functions are:

  • to promote the role of the authority’s overview and scrutiny committee or committees,
  • to provide support to the authority’s overview and scrutiny committee or committees and the members of that committee or those committees,
  • to provide support and guidance to:
  • members of the authority,
  • members of the executive of the authority, and
  • officers of the authority in relation to the functions of the authority’s overview and scrutiny committee or committees.
