Description:

REQUIRED QUALIFICATIONS:

Qualifying candidates will meet one of the following criteria options:
Option 1:
Master’s degree in data analytics, business administration, public administration, law, public health, health administration or closely related field and three (3) years of the required experience below
Option 2:
Bachelor’s degree in a closely related field, and five (5) years of the required experience below
Option 3:
Nine (9) years of the required experience below

The required experience includes two or more of the following:

  • Health care policy development
  • Conducting health care market or health policy research
  • Managing projects and facilitating internal and external client relationships
  • Analyzing data, health care policies, laws, rules, or regulations
  • Conducting business and health care market analysis and translating them into policy recommendations
  • Leading grant funded business projects
  • Managing business operations
  • Supervising

PREFERRED QUALIFICATIONS:

Experience with:

  • Advanced written, verbal, and interpersonal communication skills, including report writing and interviewing.
  • Leverage analytics to develop strategic insights and drive implementation: using tools like SQL, Power BI, or Tableau to synthesize complex data into clear visualizations and concise one-page summaries.
  • Understanding and evaluating market dynamics in the health care industry.
  • Grant management, including working with funders and/or research organizations.
  • Health care industry product strategy, data analysis, product marketing, competitive intelligence, or business consulting; or an equivalent combination of education and work-related experience.
  • Managing public or private boards of directors and/or board committees or equivalent.
  • Identifying and managing key partners and community engagement.
  • Managing budgets and external consulting resources.

Knowledge of:

  • Washington health care marketplace and health care policy
  • Washington State policies and regulations related to health care programs and health improvement initiatives.
  • Data evaluation and data queries.
  • Principles and practices of program planning and evaluation.
  • Current trends and economic challenges relating to health and health care costs, including state and national health care reform.
  • Health organizations and associations at all levels.
  • Grant processes and requirements.

Ability to:

  • Research complex topics and create accessible summaries and presentations to support policy decision-making.
  • Manage and facilitate multiple internal and external meetings focused on data presentations with a focus on translating what the data is telling the audience. \
  • Interpret and apply health data and information from a variety of sources so that it is easily understood.
  • Create and propose policy and other solutions in the absence of established protocols, models, or processes.
  • Develop, implement, manage, and evaluate programs and contracts.

Responsibilities:

SOME OF WHAT YOU WILL DO:

  • Act as the primary liaison to stakeholders including the Cost Board, IHME, HCA leadership, and funders, that supports legislative efforts to address healthcare costs in Washington.
  • Provide expert guidance and consultation on strategy, drivers of health care and health care policy as well as understanding and communicating the technical approaches with the potential of impacting statewide healthcare business processes and data systems.
  • Ensure IHME’s detailed reporting is fully integrated with the Cost Board and its committees’ agendas and strategies, by monitoring and translating methods and recommendations to align with the Cost Board’s objectives.
  • Create educational materials such as presentations and FAQs to enhance understanding of Serve as the key lead, agenda creator and facilitator for the ASI Advisory Group, coordinating with external healthcare cost experts, HCA leaders, and legislators.
  • Manage day-to-day communication and program requirements including fiscal, and quarterly report narratives which mandates cross collaboration with grant funders and staff from HCA and IHME, ensuring smooth collaboration and addressing information requests effectively.
  • Lead content development with the HCA’s Analytic Strategy Initiative Team, funder meetings, and HCA and IHME collaborating with Cost Board and IHME staff to drive analytic efforts.
  • Work collaboratively to collect, research, synthesize, and provide analysis for senior leadership and support the development and delivery of market and competitive intel across the organization for the various product portfolio leaders.
  • Engage with community partners and stakeholders, presenting findings and updates to Cost Board, committees, and leadership.
  • Analyze feedback and develop strategies to address issues or opportunities, supporting cost containment and access efforts through webinars and presentations.
  • Manage multi-disciplinary projects and facilitate discussions between IHME, Policy/CQCT staff, and the Analytic Support Initiative Team.
  • Translate and interpret complex data to ensure HCCTB understands key cost drivers and methodologies, helping shape strategies to reduce healthcare costs.
  • Support HCCTB in integrating IHME deliverables, weaving together varied reports to create a cohesive strategy.
  • Lead content development for the Analytic Strategy Initiative Team, collaborating with HCCTB and IHME staff to drive analytic efforts.
  • Serve as the key lead for the Grant Advisory Group, coordinating with external healthcare cost experts, HCA leaders, and legislators.
  • Manage multi-disciplinary projects and facilitate discussions between IHME, Policy/CQCT staff, and the Analytic Support Initiative Team.
  • Serve as a subject matter expert to support or lead webinars, presentations, and technical assistance sessions to inform and highlight the implementation of cost containment and access efforts.
  • Engage with community partners and stakeholders, presenting findings and updates to HCCTB, committees, and leadership.
  • Analyze feedback and develop strategies to address issues or opportunities, supporting cost containment and access efforts through webinars and presentations.
