SUMMARY:

The Senior Human Capital Specialist will play a pivotal role in advancing the HRSA’s mission by leading strategic human capital initiatives within the Provider Relief Bureau (PRB). This position requires a deep understanding of human resources principles and practices, along with the ability to develop and implement innovative strategies to attract, develop, and retain talent. The ideal candidate will possess strong analytical skills, exceptional communication abilities, and a commitment to fostering a diverse and inclusive workplace.
Responsibilities:

ESSENTIAL JOB FUNCTIONS:

  • Strategic Planning: Collaborate with leadership to develop and implement human capital strategies that align with HRSA’s goals and objectives.
  • Talent Acquisition: Oversee recruitment efforts, including the development of job descriptions, interview processes, and selection strategies to attract top talent.
  • Employee Development: Design and implement training and development programs to enhance employee skills and career progression, ensuring alignment with organizational needs.
  • Performance Management: Facilitate performance management processes, including goal setting, performance reviews, and feedback mechanisms to drive employee engagement and accountability.
  • Compliance and Policy Development: Ensure compliance with federal HR regulations and policies; develop and update HR policies and procedures as necessary.
  • Diversity and Inclusion: Promote diversity and inclusion initiatives within the workplace, ensuring equitable practices in recruitment, retention, and professional development.
  • Data Analysis: Utilize HR analytics to assess workforce trends, identify areas for improvement, and measure the effectiveness of human capital initiatives.
  • Stakeholder Engagement: Serve as a trusted advisor to management and staff on HR-related matters, providing guidance and support as needed.
    Qualifications:

NECESSARY SKILLS AND KNOWLEDGE:

  • Strong knowledge of federal HR laws and regulations.
  • Exceptional interpersonal and communication skills, with the ability to influence and build relationships at all levels.
  • Proficient in HR software and analytics tools.
  • Strong organizational and project management skills, with the ability to manage multiple priorities.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5-7 years of progressive HR experience, with a focus on talent management, employee development, and strategic HR initiatives.

PREFERRED QUALIFICATIONS:

  • Master’s degree preferred.
  • Professional HR certification (e.g., SHRM-CP, PHR, SPHR) is highly desirable.
    Pay Range: $135,000 - $155,000 annually.
