Description:
GENERAL DESCRIPTION:
If you enjoy a great team environment with cross-training in all functions of human resources in a variety of different agencies of varying sizes, then the Professional Boards, Agencies, and Commissions (PAC) Team would like to interview you! We are seeking a team player to add to our team to be the Senior Human Resource Associate who will be responsible for the support to about 280 employees and management for the Department of Administration and Information (A&I): and would also be the backup for other multiple agencies in our Division. You will be responsible for all the day-to-day payroll actions and will need to be proficient in multi-tasking and able to work in a very fast-paced office.
In this role, you will provide a full range of Human Resources services that includes a very fast-paced environment, responsible for all monthly payroll actions for the employees, monthly timesheets entry and functions, recruitments and interviews, new hire processing, benefit administration, FMLA, personnel law/policy/rule interpretation, personnel record administration, and back-up on classifications and performance management evaluations. Function as a liaison for the Employees Group Insurance (EGI) and Wyoming Retirement System (WRS) by providing benefit information and facilitating enrollment. To assist employees and management for multiple agencies for A&I and other multiple agencies to ensure that State and Federal laws are being followed.

- Process monthly timesheets, audits, and reviews for accuracy and appropriate leave usage.
- Prepares and processes payroll and all associated related actions. Ensure all actions are done in compliance with State and Federal personnel laws and regulations.
- Conducts employee orientation and enrolls employees in benefit plans. Serve as point of contact regarding all benefit information.
- Prepares recruitment announcements and advertisements and provides advice and counsel to supervisors and managers on the recruitment process.
- Provide advice and counsel to employees, managers, and supervisors on benefits matters.
- Determine employee eligibility based on FMLA guidelines and prepare all necessary and applicable FMLA paperwork.
- Prepares and approves, within delegated levels of authority, human resources-related actions in multiple HR areas.
- Maintains accurate human resources records, including medical files, timesheets, and I-9, in accordance with State and Federal personnel laws and regulations.
- Conducts interviews and provides advice and counsel throughout the interview process.
- Provides input into the recommendations of changes in human resources procedures.
- Inputs data into and maintains statewide human resource information systems.
- Prepares reports at an agency or statewide level so that managers and HRD can manage human resources costs.
- Maintains close contact and communication with multiple agencies and ensures consistency across the agencies.
- Establish and maintain effective relationships with employees and management teams.
- Ensures work is done in compliance with relevant federal and state laws.
KNOWLEDGE:
- Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws.
- Knowledge of State of Wyoming Personnel Rules and Executive Orders.
- Knowledge of human behavior and performance.
- Knowledge of SAO’s payroll processes and procedures.
- Knowledge of Microsoft Office, including Excel and other computer software.

EDUCATION:
Bachelor’s Degree (typically in Human Resources)
EXPERIENCE:
0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II
OR
EDUCATION & EXPERIENCE SUBSTITUTION:
3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II
