POSITION OVERVIEW

Reporting to the site Director, Human Resources Services, the Senior Human Resource Consultant is responsible for the provision of human resource services including:

  • Consultant Support – acts as a knowledge resource for the department by providing consultative direction and coaching to Human Resource Consultants, Managers and Supervisors on issues which do not require Director involvement.
  • Director Support – responds to questions and addresses issues normally raised to the Director in the Director’s absence.
  • Human Resources Representative – human resources representative on site and/or regional committees or working groups; may present at Human Resources Leadership.
  • Management Support – consults on issues related to Performance Management, Attendance Support and Assistance Program, and Respectful Workplace Complaints.
  • Labour Relations – interprets collective agreement and non-union policies, works with Managers on application of progressive discipline and grievance processes, participates in collective bargaining, supports the planning and implementation of Labour Adjustments Initiatives including relocation of staff affected by technological change, disablement or lay-off.
  • Employee Relations – investigates workplace complaints, facilitates dispute resolution, conducts exit interviews
  • Recruitment functions – initiates and implements recruitment activities to meet regular and special resource and provides a variety of other personnel service, such as conducting exit interviews, arranging for advertising, and coordination and participation in the applicable panel interviews; and participates in establishment and implementation of regional recruitment goals
  • Organizational design – support clients in organizational design and re-design, expertise in reviewing and writing job descriptions, organizational effectiveness planning and implementation, team building expertise and coaching.
  • Talent Management – experience in supporting talent management implementation, developing learning plans that are linked to talent management assessments and future role development.
  • Learning, Education and Development – supporting employee and leadership education, learning and development, writing and supporting learning plans for individuals and teams.
  • Employee Engagement – experience in leading employee engagement initiatives which create a great work environment.
  • HR Metrics and Reporting – using metrics, data and reporting in supporting client needs and identifying areas of emphasis for workplace improvement.
  • Talent Acquisition and Recruitment – expertise in leading and supporting recruitments, using LinkedIn and other social media platforms, experience in supporting sourcing, interviews, reference checks, onboarding and orientation.

EXPERIENCE

  • Minimum of seven years’ experience in a unionized environment performing a broad range of Human Resource functions including: employee relations, labour relations, and staffing.

EDUCATION (DEGREE/DIPLOMA/CERTIFICATE)

  • Undergraduate degree in human resources, or in a relevant discipline combined with a post-graduate certificate in human resources management from a recognized post-secondary institution.
  • An equivalent combination of education and experience may be considered.

QUALIFICATIONS AND SKILLS

  • Demonstrated leadership capabilities as described in the LEADS in a Caring Environment framework including a passion for customer service.

PHYSICAL REQUIREMENTS

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from executives, and partner organizations are common requiring managing multiple priorities and competing demands; dedicated and focused time for planning and concentration can be scheduled.
  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
