Description:
JOB DESCRIPTION
Panagora Group is a subcontractor, under prime contractor FHI 360, for the USAID-funded STRengthening Infectious Disease Detection Systems (STRIDES) Activity. The purpose of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity is to support host country partners to enhance the capacity of national and sub-national laboratory networks and surveillance systems; develop and strengthen data collection, analysis, and reporting relating to surveillance and detection systems; and, provide technical support during outbreaks for detection, surveillance, and data analysis and management. We anticipate STRIDES will work across numerous countries, with an initial possibility of up to 14 countries across Africa, Latin America and the Caribbean, and Asia.
The Senior KMC/CLA Advisor will have overall technical and management responsibility for integrating KM, communications, and CLA activities across the program, working in close coordination with project leadership. The position will involve significant responsibilities integrating routine knowledge management, communications, and CLA into STRIDES support for global, national, and sub-national infectious disease detection and surveillance systems.
The Senior Advisor will lead KM, communications, and CLA assessments, strategies, and platforms globally and at country levels; will support the design and ongoing content development for project website; conceptualize and lead support for learning exchange activities, events, platforms, and communities of practice; document project priorities and successes; develop KM, communications, and CLA methods and tools for adaption and use by country teams.
REQUIREMENTS
- Senior level expert in social or economic sciences, behavior change communication, risk communication, education, monitoring, evaluation, and learning, or related areas.
- An advanced degree in one or more of the following areas is desirable: Knowledge Management, Communications, Development Communications, International Relations, or other relevant fields.
- A minimum of ten (10) years of specific experience in knowledge management with five years supporting USAID, other international development agencies, and/or bilateral entities, including progressive experience implementing and monitoring KM or learning strategies and actions for public health initiatives, preferably within global health security.
- A demonstrated understanding of and strong skills in the design of digital strategies and KM systems.
- Experience advancing KM and adaptive management across the KM cycle, from knowledge capture, curation, and synthesis to dissemination, storage, and use.
- Demonstrated expertise working with technical staff to produce key communications and learning products for USAID, including learning agendas, CLA materials and tools, stories, videos, data visualization, presentations, webinars, and technical briefs.
- Familiarity with USAID public health programming, especially USAID’s approach to health security.
- Ability to effectively collaborate with a variety of stakeholders and resolve their needs and concerns; experience working cross-culturally with diverse program teams, home office staff, international staff, expert consultants, USAID staff, in-country partners.
- Demonstrated facilitation and qualitative research skills.
- A professional demeanor that is open to the ideas of others and demonstrates humility and adaptability.
- Willingness to travel internationally.
- English fluency required; proficiency in language(s) other than English preferred, particularly French and Portuguese.

Responsibilities:
- Collaborate with the team to finalize the STRIDES Global KM, Communications, and Learning Plan.
- Develop and lead the implementation of KMCL Plan based on state-of-the-art practices.
- Oversee, coordinate, and guide country-level KMC/CLA efforts, fostering collaboration and sharing of best practices and lessons learned among country teams.
- Supervise country-level KMC/CLA Officers and KMC/CLA international short-term advisors, and related vendors providing services across these areas.
- Establish robust CLA practices to facilitate program-level collaboration; create, capture, organize, share, and apply knowledge; learn from evidence; and ultimately, manage adaptively.
- Facilitate the development and dissemination of relevant evidence-based tools and materials, including but not limited to:
- Global and country-specific dashboards or bulletins reflecting trends in capacity to prevent, detect and rapidly respond to public health risks (as measured by standard tools such as the IHR Joint External Evaluation (JEE).
- Sharing global and regional trend analysis on detection capacities and capabilities to inform global dialogue on preparedness and response.
- Consultative meetings with local, regional and international counterparts on relevant topics to develop standard tools, best practices, and materials.
- A website with Knowledge Management best practices and tools relevant to host country governments and for sharing across countries.
- Support the design and implementation of a digital engagement strategy including web and social media, identifying and refining content for dissemination, and evaluating engagement across channels to adapt and maximize engagement impact.
- Ensure activities and products comply with USAID branding and marking policies.
