Description:

THE OPPORTUNITY

The Senior Manager, Development is responsible for leading autonomous teams of software developers, CloudOps, SRE, and QA to deliver high-quality cloud-based software solutions for local and state government customers. This role involves overseeing the entire software development lifecycle, ensuring milestones are completed on time and within budget, and fostering a cohesive, collaborative, and innovative team environment. The Senior Development Manager will work closely with product managers to understand business needs and create technical requirements.

QUALIFICATIONS

  • Bachelor’s degree in Computer Science, Software Engineering, or a related field.
  • Proven experience in software development and team management.
  • Strong knowledge of software development methodologies, tools, and technologies.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to manage multiple, competing initiatives and priorities in a fast-paced environment.
  • Experience with agile methodologies and CI/CD practices.
  • Strong problem-solving and decision-making abilities.

PREFERRED QUALIFICATIONS

  • Experience with React, NodeJS, MySQL, PHP, Javascript, TypeScript, AngularJS.
  • Knowledge of cloud computing platforms (AWS or Azure).
  • Familiarity with DevOps practices and tools.
  • Existing knowledge/experience with security certifications (SOC2, Tx-RAMP, StateRAMP, FedRAMP, etc).
  • Existing knowledge/experience with various software security testing tools and issue remediation.
  • 15+ years industry experience.
  • 5+ years’ experience in managing development teams.
  • Technical leadership experience with a track record of successful project delivery.
  • Experience with offshoring initiatives.

Responsibilities:

  • Leadership and Team Management:
  • Lead, mentor, and manage a team of software developers.
  • Conduct performance reviews, provide feedback, and support professional development.
  • Foster a positive team culture and encourage transparency, collaboration, and innovation.
  • Enhance team morale and productivity.
  • Execution:
  • Oversee the sprint planning, execution, and delivery of software development projects in a scrum/agile environment.
  • Ensure commitments are completed on time, within scope, and within budget.
  • Collaborate with stakeholders to define project requirements and deliverables.
  • Define development initiatives, including product enhancements, new features, and technical debt management.
  • Technical Oversight:
  • Provide technical guidance and support to the development team.
  • Ensure compliance with security certifications (Tx-RAMP, StateRAMP, FedRAMP) for the public sector.
  • Review and approve software designs, user interfaces/experience, code, and documentation.
  • Serve as a Scrum Master for 1 or more development teams.
  • Process Improvement:
  • Identify and implement process improvements to enhance productivity and quality.
  • Promote the adoption of agile methodologies and continuous integration/continuous deployment (CI/CD) practices.
  • Monitor and optimize software development processes and workflows.
  • Construct documentation guidelines and processes.
  • Stakeholder Communication:
  • Communicate effectively with stakeholders, including product managers and customer success.
  • Provide regular updates on status, risks, and issues.
  • Collaborate with product teams to achieve objectives, providing constructive feedback and guidance when necessary.
