Description:
THE OPPORTUNITY
The Senior Manager, Development is responsible for leading autonomous teams of software developers, CloudOps, SRE, and QA to deliver high-quality cloud-based software solutions for local and state government customers. This role involves overseeing the entire software development lifecycle, ensuring milestones are completed on time and within budget, and fostering a cohesive, collaborative, and innovative team environment. The Senior Development Manager will work closely with product managers to understand business needs and create technical requirements.
QUALIFICATIONS
- Bachelor’s degree in Computer Science, Software Engineering, or a related field.
- Proven experience in software development and team management.
- Strong knowledge of software development methodologies, tools, and technologies.
- Excellent leadership, communication, and interpersonal skills.
- Ability to manage multiple, competing initiatives and priorities in a fast-paced environment.
- Experience with agile methodologies and CI/CD practices.
- Strong problem-solving and decision-making abilities.
PREFERRED QUALIFICATIONS
- Experience with React, NodeJS, MySQL, PHP, Javascript, TypeScript, AngularJS.
- Knowledge of cloud computing platforms (AWS or Azure).
- Familiarity with DevOps practices and tools.
- Existing knowledge/experience with security certifications (SOC2, Tx-RAMP, StateRAMP, FedRAMP, etc).
- Existing knowledge/experience with various software security testing tools and issue remediation.
- 15+ years industry experience.
- 5+ years’ experience in managing development teams.
- Technical leadership experience with a track record of successful project delivery.
- Experience with offshoring initiatives.

Responsibilities:
- Leadership and Team Management:
- Lead, mentor, and manage a team of software developers.
- Conduct performance reviews, provide feedback, and support professional development.
- Foster a positive team culture and encourage transparency, collaboration, and innovation.
- Enhance team morale and productivity.
- Execution:
- Oversee the sprint planning, execution, and delivery of software development projects in a scrum/agile environment.
- Ensure commitments are completed on time, within scope, and within budget.
- Collaborate with stakeholders to define project requirements and deliverables.
- Define development initiatives, including product enhancements, new features, and technical debt management.
- Technical Oversight:
- Provide technical guidance and support to the development team.
- Ensure compliance with security certifications (Tx-RAMP, StateRAMP, FedRAMP) for the public sector.
- Review and approve software designs, user interfaces/experience, code, and documentation.
- Serve as a Scrum Master for 1 or more development teams.
- Process Improvement:
- Identify and implement process improvements to enhance productivity and quality.
- Promote the adoption of agile methodologies and continuous integration/continuous deployment (CI/CD) practices.
- Monitor and optimize software development processes and workflows.
- Construct documentation guidelines and processes.
- Stakeholder Communication:
- Communicate effectively with stakeholders, including product managers and customer success.
- Provide regular updates on status, risks, and issues.
- Collaborate with product teams to achieve objectives, providing constructive feedback and guidance when necessary.
