We are looking for a motivated and seasoned employment services practitioner, in the role of Senior Manager to lead the WorkBC Program services teams! The ideal candidate will have led initiatives for and with multifaceted, large, and complex organizations – ideally where program delivery, stakeholder relationships, and development of revenue and funding have been a focus. The ideal candidate will also have experience and knowledge within the employment sector in providing support with exceptional communication skills and a demonstrated track record of working collaboratively with colleagues at all levels of an organization and across sectors. POSITION SUMMARY:

The Senior Manager, Employment Services plans and leads the delivery of employment services with a primary focus on MOSAIC’s WorkBC employment services, working in close collaboration with other Employment Senior Managers and Managers, and in particular with the Senior Manager, Business Performance and Process Support.

QUALIFICATIONS:

  • Post-secondary degree, diploma, or certificate or appropriate combination of courses in career development, community studies, education, business management, or marketing
  • Five to seven years of management experience including management experience in employment-related programs

Responsibilities:

  • Provide overall direction and management of the MOSAIC WorkBC teams, both where MOSAIC is the prime contractor (Delta/Ladner, South Surrey/White Rock, Surrey Cloverdale, and Vancouver Northeast) and a subcontractor (“Metro team”).
  • Work on continuous improvement to meet contract and agency objectives
  • Ensure equipment and facilities are appropriate, maintained in good working order and safe
  • Maintain an excellent working knowledge of local community trends and opportunities
  • Work with the director and other senior managers to identify labour market needs, develop new employee-related initiatives, and identify relevant funding sources
  • Actively seek new employment-related opportunities to grow/diversify MOSAIC’s revenue streams
  • Participate/lead/facilitate program, departmental, all-staff, and relevant community meetings, in-service training, and other training, as appropriate
  • Assume the Senior Manager, Business Performance’s responsibilities in their absence, (e.g., vacation or short-term leaves) and the director’s responsibilities during the director’s absence, as assigned
  • Work with the Finance department to ensure the financial integrity and accountability of the program area
  • Ensure checking of monthly program expenses, general ledgers, financial statements, variance reports, and claim forms
  • Support accounting staff, funders, and auditors during financial audits and monitors
  • Contribute to the development of a variety of funding-related documents including proposals for funding renewals, budgets, and letters of intent
  • In collaboration with People and Culture team, recruit and hire staff
  • Train and supervise staff to meet performance standards and financial requirements
  • Ensure completion of performance evaluations and review and update of job descriptions for staff as required
  • Develop and support staff to reach their potential
  • Ensure implementation of MOSAIC’s policies and procedures
  • May require attending conferences, or other external meetings to represent the organization and program
  • Ensure reporting and responses with the funder (ie. Ministry of Social Development and Poverty Reduction Employment and Labour Services Division – MSDPR ELMSD) are provided appropriately and on a timely basis
