Job Description
The Redevelopment and Support Services portfolio includes all major CAMH development, renovations, Facilities Maintenance (FM) and Plant Operations & Maintenance (POM) services to ensure the seamless and smooth daily operations of the CAMH properties. Our team of professionals strive to provide Platinum level service to all stakeholders and our collective approach results in high quality outcomes.

The Redevelopment and Support Services Program is currently seeking a full-time, permanent Senior Manager, Facilities Planning and Development. Reporting to the Director of Facilities Planning, POM & P3 FM Contracts, the Senior Manager, Facilities Planning and Development is responsible for:

  • Strategic leadership of the portfolio
  • Oversight of all Construction and Renovation Projects including Health Infrastructure Renewal Fund (HIRF), Capital Renewal and Space Management,
  • Oversight of Specialty Services including off-site leases, signage & wayfinding for existing buildings, CAMH-wide moving services, surplus furniture storage/reuse, and capital asset management

The Senior Manager is accountable to:

  • Manage a team of project managers and project planners
  • Ensure high quality execution of all aspects of projects, consistent with CAMH priorities;
  • Triage all project requests and implement best practice tools and processes to ensure consistent and equitable management of project requests/approved projects that yield high value for money;
  • Oversee all aspects of CAMH’s internal capital renovation projects from conception through to approval, design, implementation and close-out, ensuring compliance with hospital processes, guidelines, and applicable building codes and regulations;
  • Build and maintain positive partnerships with internal and external stakeholders;
  • Oversee and manage external architectural/engineering consulting services contracts and construction contract agreements including vendors of record, fee proposals and invoices;
  • Coordinate Variations to support projects in the DBFM buildings on site;
  • Develop and maintain a Master Project List reflecting portfolio projects/ milestone dates/ next steps;
  • Oversee the maintenance of space management records including utilization metrics;
  • Manage CAMH off-site leases including renewals, space upgrades and terminations;

You will provide strategic direction for the service, identifying opportunities to improve quality, efficiency, effectiveness and/or the ability to maximize the number of high quality projects within the funding envelope. You will provide supervision to the Facilities Planning and Development team including recruitment, coaching, mentoring, performance management, and educational requirements for staff. You will collaborate with Finance to establish and monitor annual operating budgets along with the annual capital budgets for space planning, HIRF and Capital Renewal, and collaborate with Procurement to secure consultants and contractors. You will oversee the integration of communications and change management to support space accommodation. Job Requirements
A university degree preferably in Engineering or Architecture together with a minimum of 7 years of progressive management experience supporting transformation initiatives and an extensive background working with multi-disciplinary teams at the corporate level is required. OAA, PMP and/or P. Eng. designations are preferred. You will possess demonstrated management experience in design, project management, renovation, and construction, along with well-developed skills in strategic planning, budgeting and resource allocation. Experience in a health care environment is preferred. You are results oriented and client focused with a demonstrated leadership background in project management processes and methodologies with extensive experience negotiating with and managing the performance of external vendors. You are able to effectively drive culture, ensure fiscal control and develop self and others while motivating team members to achieve performance excellence. You are self-directed, highly motivated and possess excellent interpersonal, verbal and written communication skills with experience writing briefing notes and business cases to support the implementation of major construction projects, and review/critique detailed design and project specifications developed by consultants or contractors. You demonstrate exceptional analytical and information-seeking skills that contribute to effective decision-making, strategic planning and execution of action plans. You are able to manage competing demands in a fast-paced, multi-site environment and possess the ability to work with a diverse group of leaders and stakeholders with demonstrated success in positive issues resolution. You have a proven track record as a highly regarded contributor within a management team who is able to achieve deliverables by strict deadlines. You possess strong computer skills with Microsoft Office (Word, Excel, PowerPoint, Project) and current AutoCAD software. Bilingualism (French/English) and/or proficiency in a second language would be an asset.
