The Financial Institutions, Regulation (FI Regs) team is charged with the regulation and prudential supervision of ATB Financial (ATB) and six special purpose trust companies incorporated in Alberta. These activities assess the safety and soundness of those institutions with a focus on safeguarding depositors, trust company customers, and other stakeholders from undue loss. The team also provides support to the Financial Institutions Policy team in their ongoing enhancement of financial institution legislation, support of the Financial Services Concierge and the related regulatory sandbox and other ministry initiatives.

QUALIFICATIONS

A university degree in a related field such as Business, Finance, or a similar discipline, supplemented by a minimum of 6 years of progressively responsible experience, directly or indirectly related to risk management within the financial services industry, is required. Experience in regulating financial institutions, risk management and analysis, enterprise risk management, and governance is preferred.

Responsibilities:

WE HAVE AN EXCITING OPPORTUNITY FOR YOU TO OVERSEE THE SUPERVISION OF ALBERTA’S SPECIAL PURPOSE TRUST CORPORATIONS (SPTCS) AND ATB FINANCIAL, MANAGING BILLIONS IN ASSETS WHILE ENSURING COMPLIANCE WITH REGULATORY STANDARDS. Reporting to the Deputy Superintendent, Financial Institutions, Regulation, you will be responsible for managing and conducting regulatory and prudential supervision activities for ATB Financial (ATB) and Alberta’s special purpose trust corporations (SPTCs). ATB is a provincially owned and regulated deposit taking institution (DTI) holding over $62 billion in assets on its balance sheet, and $30 billion of investor assets off-balance sheet.
ATB is unique in being the only provincially owned and regulated DTI in Canada that provides traditional banking services to the public. While not a private sector bank, the FI Regulation team works towards holding ATB to a similar level of regulatory rigor and scrutiny that a bank of similar size and complexity would be held to by the federal Office of the Superintendent of Financial Institutions (OSFI). You will also play a role in the regulation and prudential supervision of Alberta’s newest SPTCs that provide digital asset custody services to institutional clients.

As a Senior Manager, Financial Institutions Regulation, you will:

  • Contribute to the planning, development, and implementation of the supervisory strategy for Alberta’s provincially regulated financial institutions (PRFIs).
  • Evaluate and report on the soundness of Alberta PRFIs’ financial condition, including assessing key inherent risks, and the adequacy of risk management policies and practices, including senior management and board oversight.
  • Ensure compliance by Alberta PRFIs with relevant provincial and federal laws and regulations.
  • Lead and manage assigned resources that could include colleagues or contracted service providers, in the completion of assigned projects.
  • Present written and verbal reports on assessments made and any significant issues identified, to stakeholders such as senior management and board members at Alberta PRFIs and more senior officials in in the department.
  • Follow-up on any significant concerns identified, ensuring resolution within appropriate timelines.

On occasion, you will also:

  • provide input to policy projects undertaken by the Financial Institutions Policy team,
  • respond to enquiries from the public,
  • support the Financial Services Concierge and the Financial Innovation Act’s regulatory sandbox, and
  • provide support to initiatives undertaken by the department.

Strong written and verbal communication skills, combined with sound judgment, financial acumen, and directly relevant experience in assessing, managing, auditing, or supervising risks within a financial institution or similar environment, will serve as a strong foundation for success in the role.
