Reporting to the Quality Director of Nuclear, the Senior Manager, Quality will be responsible for overseeing the implementation of nuclear quality assurance and control processes. When assigned to a project, the Quality Manager reports administratively to a Project Director or Project Manager and functionally reports to the Quality Director of Nuclear for the resolution of any quality related conflict to ensure independence from cost and schedule considerations. The Quality Manager may be assigned to multiple projects and shall ensure that the projects’ quality complies with the Quality Assurance Program and any additional contractual quality requirements. They will ensure that all Bird nuclear EPC projects adhere to strict quality standards, regulatory requirements, and industry best practices. This role requires a strong understanding of the Canadian nuclear standards, quality management systems, and continuous improvement methodologies to uphold the highest levels of safety and reliability.
This position is based within Chalk River, ON.

What you’ll be working on:

  • Preparing the Project Quality Plan and ensuring alignment with the project specific Project Execution Plan
  • Drive continuous improvement initiatives by analyzing performance metrics, identifying areas for improvement, and implementing best practices to enhance quality and efficiency.
  • Provide training and support to staff on quality standards and best practices. Promote a culture of quality and safety throughout the organization.
  • Manage and maintain comprehensive documentation related to quality processes, including procedures, reports, and records. Ensure proper documentation for regulatory compliance. Coordinating the preparation and review of quality monitoring reports for Bird management and customer
  • Investigate and resolve quality issues and deviations. Collaborate with engineering and operations teams to implement corrective and preventive actions.
  • Performing quality reviews of tenders and addressing procurement quality related issues
  • Involvement with evaluation and selection of suppliers and preparing supplier qualification records
  • Leading project quality personnel and assisting with resolution to quality related issues and monitoring the performance of quality personnel and providing positive reinforcement.
  • Lead internal and external audits and inspections. Prepare and review audit reports, and ensure timely resolution of any identified issues or non-conformities.
  • Lead the performance of self-assessments.
  • Collecting data and providing inputs for the management review.
  • Collaborate with other leaders within the organization to cultivate a robust quality-based culture, fostering excellence in each project and strengthening internal department relations.
  • Identify and establish key performance indicators (KPIs) pertinent to quality, monitoring both lagging and leading trends to drive continuous improvement initiatives.
  • Develop and revise quality assurance and quality control forms to ensure compliance with evolving industry standards and regulatory requirements.
  • Develop and implement project-specific inspection and test plans (ITPs) in adherence to nuclear standards and client specifications, ensuring compliance with provincial, federal, and international regulations.
  • Prepare and deliver technical presentations to the management team, providing support to field QA/QC personnel to ensure the successful execution of nuclear projects.
  • Conduct ongoing quality audits of projects to verify conformity to company standards and regulatory requirements.
  • Performing tender, bid and customer contract reviews and providing input from a quality perspective

What We Are Looking For:

  • Minimum 10 years of experience in the nuclear industry with a strong understanding of nuclear quality assurance and quality control processes.
  • Minimum 6+ years of direct experience in QA/QC roles within the nuclear sector.
  • Minimum of 5 years of experience in quality management within the nuclear industry, with a proven track record of managing quality systems and compliance.
  • Professional Engineering (P. Eng) designation is highly desirable.
  • Quality Management Certificate or equivalent qualification
  • Extensive knowledge of applicable nuclear codes and standards, including but not limited to: ASME Section III, NQA-1, 10 CFR Part 50, and relevant ASME Boiler and Pressure Vessel Code sections.
  • CWB Welding Supervisor Certificate and CSA W178.2 Level II Certification are assets.
  • Familiarity with ISO 9001 standards, with an emphasis on their application within the company industry.
  • Proficiency in interpreting legal terminology found in contracts, government regulations, and technical standards pertinent to different projects.
  • Demonstrated expertise in continuous improvement methodologies and value-added processes specific to nuclear project delivery.
  • Strong analytical, risk assessment, and problem-solving skills relevant to quality management.
  • Proficiency with Microsoft Office, Blue Beam, PowerBI, and Construction Management System (CMS) software.
  • Excellent organizational and time management skills with the ability to meet aggressive internal and external deadlines in a nuclear project environment.
