Job Description:

QUALIFICATIONS

Education and Experience

  • Degree in law, actuarial science, accounting, auditing, mathematics, finance, or related field or another relevant professional designation and related experience.
  • At least 8 years’ experience in planning and managing the delivery of programs or services in the area of pension administration or governance, or providing legal, actuarial, or other professional advisory services for a large organization or consulting firm.
  • Relevant industry experience preferred.

Knowledge and Skills

  • Leadership skills and ability to manage and champion change for a new organizational culture and vision combined with strong management skills.
  • Detailed knowledge and understanding of Ontario pension legislation and pension plan operations
  • In depth knowledge of and experience carrying out, managing or providing advice with respect to significant pension plan events, including asset transfers, plan wind ups and annuity purchases.
  • Skilled in leading complex projects in the pension industry.
  • Experience with implementing a new organizational structure, systems, and standards.
  • Strategic, risk management mindset with ability to test the status quo and arrive at practical solutions
  • Experience developing relationships with stakeholders (or clients).

Responsibilities:

PURPOSE OF POSITION

Accountable for managing the delivery of Special Transactions Unit programs or services, addressing asset transfers, plan wind ups, surplus applications and other areas identified by FSRA management as being of heightened risk or importance in the pension sector, in support of overall Pensions Department strategies.

KEY RESPONSIBILITIES

  • Manages the delivery of Special Transactions Unit programs and services, ensuring consistency with overall section or department performance measures, standards, and best practices and integration with overall FSRA directions.
  • As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.
  • Oversees the implementation of Special Transactions Unit programs, services and work areas, including operational processes and procedures intended to transform how FRSA processes asset transfers, applying a principles-based and outcomes-focused analysis and filtering our review through PBR (principles based regulation) lens in order to meet the overall operational plans and priorities of the Pensions Department and to address recommendations by the Technical Advisory Committee on asset transfers.
  • Plans, manages and provides oversight of changes that will allow pension plan asset transfers to proceed in a reasonable manner and timeframe, while protecting member interests.
  • Develops and manages relationships with plan administrators and their advisors to assist in making FSRA regulatory processes more effective and efficient.
  • Provides program/service expertise and advice to FSRA management and staff in response to operational or program issues impacting the achievement of department or sub-function directions; providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs or services.
  • Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for building a strong team including: hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.
  • Works with the Deputy Chief Actuary in operational planning, development and reporting on performance metrics, program effectiveness, risks and impacts related to unit, section and department matters. Recommends approval of financial transactions to the Director.
  • Supports critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the section or department.
  • Promotes and supports the implementation of innovation and continuous improvement throughout the unit and section or department.
  • Leads and/or participates on projects within the section, department to represent the unit’s interests in program or service decision making.
  • Develops and manages relationships and consultation with stakeholders impacted by unit programs and operations to discuss and clarify program or service-related issues and needs and to lead outreach education initiatives.
  • Works in collaboration with colleagues on section department priorities for FSRA.
