The Senior Materials Technologist position manages and implements specialized testing protocols for Manitoba Transportation and Infrastructure (MTI) Construction and Maintenance programs. Provides technical direction, supervision and training to Winnipeg/Brandon Central Lab technicians within the Concrete, Aggregate, Soils, Geotechnical, Bituminous, Binder and Materials Research sections.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must possess a valid Manitoba Class 5 Driver’s license or similar from another jurisdiction
- Must be able to work in a controlled laboratory environment and can be exposed to the following notable hazards as described in the Health and Safety Work Practices (noise, moving parts, hot materials, bending/lifting, carrying/twisting, hazardous material, &electrical shock etc.)
- Must be able to travel within the province to worksites by ground, water or air transportation during day and night conditions.
- Must be able to lift minimum of 25 kg test samples as required by applicable test procedures.
- Must be able to continuously stand, walk and sit
- Must be able to work overtime during weekdays, week-ends and statutory holidays as required
Qualifications:
Essential:
- Civil Engineering Technology Diploma from a recognized Institute of Technology or completion of Department Level 3 training courses. A combination of relevant education and extensive related experience may be considered.
- Extensive experience in the specialized laboratory testing of road construction materials including concrete, aggregate, soils, geotechnical, pavement marking glass beads, winter ice & dust control products, bituminous, binders, emulsions, traffic paint and the related use of applicable testing equipment.
- Experience in managing budgets, cost recoveries , procuring materials and services.
- Extensive experience managing various material research projects with internal & external stakeholder.
- Extensive experience working with directly related CCIL, ASTM, CSA, AASHTO, AMRL and/or MEB (Material Engineering Branch) testing procedures and lab correlations and laboratory certification process.
- Knowledge of Superpave & Marshall Mix designs, concrete mix designs, aggregate, concrete, soils, geotechnical, binder analysis, winter ice /dust control product analysis, pavement marking paint/glass bead analysis and highway construction materials research methods.
- Knowledge of applicable provincial construction standards, policies, procedures and guidelines, including workplace safety and health work practicesStrong interpersonal skills to communicate effectively and courteously with internal and external stakeholders
- Strong leadership and teamwork skills
- Excellent verbal communication skills with the ability to prepare and deliver presentations to large audiences
- Strong written communication skills
- Experience in human resource management and understanding of collective agreements and labour relations (i.e. recruitment, training and development, coaching, labour relations, mentoring, conflict resolution).
- Proficient with Microsoft Office Suite (Word, Excel Outlook, Power Point and Teams).
Desired:
- Certification from the Canadian Council for Independent Laboratories (CCIL) for Type C and D Aggregate testing, Type A, B, E and F bituminous testing
- Certification from the American Concrete Institute (ACI) in Concrete Field Testing technician grade 1.
Duties:
The Senior Materials Technologist is responsible for managing MTI’s quality assurance,quality control, materials research testing programs and managing the program’s annual budget and reporting requirements. This position performs specialized technical work and engineering-related laboratory analysis of concrete, aggregate, soils, geotechnical, bituminous products, asphalt binder, emulsions, pavement marking paints and glass beads, winter ice & dust control products used in MTI construction, maintenance and complex research projects. The position is a senior technical resource to MTI staff on construction materials and requires extensive interaction with Regional Operations, Preservation and Support Services, Construction Support Services, Water Engineering and Operations, Contractors and other external engineering & technical stakeholders.
