Description:

Under the general supervision of the Supervisor of Sales and Acquisitions, the Senior Negotiator is responsible for the acquisition of Real Property for civic purposes and all associated project management; the development, marketing, promotion, and sale of city-owned properties; staff training and development; and the development and maintenance of relevant data bases. The Senior Negotiator acts as project leader in capital, sales and development projects; participates in litigation as a witness/aid to the City Solicitor in the development, critique, examination of appraisal and other evidence.

As the Senior Negotiator, you will:

  • Negotiate the acquisition and/or sale of Real Property and interests in Real Property including the more complex assignments. Provide a professional land sales and land development program which is cost effective and responsive to client requirements.
  • Participate with the City Solicitor in the preparation, presentation and examination of real property cases in the Courts, to ensure that the Division’s Capital Program will result in supported expenditures, based on sound economic principles.
  • In accordance with the delegated ongoing program and Capital project responsibilities, carry out a “contracting out” program in accordance with City policies and procedures.
  • Create and maintain suitable data bases necessary for the provision of a professional real estate development/sales/acquisition/project management service.
  • Direct the activities of 1 – 4 Branch staff in the implementation of various programs and projects as delegated.
  • Participate in the design, implementation and monitoring of a process to measure performance, productivity and efficiency of Branch systems and staff.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Bachelor’s Degree, Economics, Commerce or Business Administration, Urban Land Economics; or, an equivalent level of education and experience.
  • Accreditation/designation(s) with an organization recognized by the Real Estate Industry, such as the Fellow of the Real Estate Institute (FRI), Canadian Residential Appraiser (CRA), Accredited Appraiser Canadian Institute (AACI), Senior Right-of-Way Professional (SR/WA), Real Property Administrator (RPA), Certified Commercial Investment Member (CCIM) or other applicable accreditation/designation.
  • Certificate in Public Sector Management is an asset.
  • Minimum five (5) years varied experience as a real estate professional, developer, manager, buyer, seller or appraiser with three of those years of experience dealing with commercial and industrial/investment properties.
  • Experience working with irate clients demonstrating strong problem solving and conflict resolution skills.
  • Experience using computers and accessing electronic databases in the production of correspondence and reports.
  • Experience analyzing problems with appraisal, accounting and other disciplines as they relate to real property matters, to understand the implications and to generate alternative courses of action and recommendations supported by sound business practices.
  • Leadership experience demonstrating the ability to delegate work, coach and motivate staff and maintain a positive work environment.
  • Thorough knowledge of property management, public land acquisition, development and disposal procedures.
  • Working knowledge of the City of Winnipeg Charter, Expropriation Act, Environment Act and other relevant Legislation and of the By-laws of the City of Winnipeg is required.

  • Ability to work under stressful conditions, including under litigation.
  • Ability to build and maintain strong working relationships with internal and external stakeholders.
