SDOT has an exciting opportunity for a collaborative and detail-oriented Senior Office Engineering Specialist (Senior Civil Engineering Specialist) in our Capital Projects Division. Come Work with a team of professionals whose mission is to deliver an innovative, high-quality transportation system for Seattle. In this role you will perform senior-level professional civil engineering work supporting the implementation and administration of alternative public works construction contracts. EDUCATION:

  • Associate’s degree in civil engineering technology or two years of college level coursework in civil engineering and construction technology.

EXPERIENCE:

  • Four (4) years of experience with civil engineering.
    OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

THOUGH NOT REQUIREMENTS, STRONG CANDIDATES WILL HAVE SOME OF THE FOLLOWING EXPERIENCE OR ARE ABLE TO DESCRIBE COMPARABLE EXPERIENCE:

  • Fundamental of Engineering (FE) also referred to as the Engineer in Training (EIT) Certification
  • Bachelor’s degree in civil engineering or construction management.
  • Experience administering public works construction contracts, including projects with Federal funding
  • Prior specialty contracting experience (GCCM, JOC, Design Build)
  • Knowledge of the principles and practices of civil and construction engineering, including methods, materials, equipment, and techniques used in civil engineering, construction, and inspection
  • Ability to read and interpret plans, specs, construction schedules, contracts, and other construction documents to ensure contract compliance
  • Strong proficiency in using MS Word, MS Excel, SharePoint Online, and Adobe Professional
  • Ability to carry out work in more than one language other than English.

Responsibilities:

  • Instructs and trains consultants and less experienced in-house staff on construction documentation procedures; acts as a technical resource for all contract administration activities.
  • Administers multiple projects at once, some with Federal funding and subject to federal requirements.
  • Prepares and processes monthly and final contractor payments, measurement, and payment of force account work and materials on hand.
  • Reviews and processes standard construction paperwork such as RFIs, design changes, field memos, materials submittals, serial letters, etc.; will require occasional field work to verify contract compliance and that work completed is being measured and paid per plans and specifications.
  • Reads and interprets plans, specifications, construction schedules, contracts, and other construction documents to ensure contract compliance.
  • Tracks and processes contractor submittals and other project correspondence.
  • Assists in project closeout and ensure that construction files, photos, and as-builts are archived appropriately.
  • Assists in preparation of back-up documentation for change orders.
  • Prepares various construction notices and related documents.
  • Participates in and assists with pre-construction meetings as well as weekly progress meetings; prepares minutes and solicits review comments.
  • Interacts with a wide range of stakeholders such as contractors, property owners, businesses, designers, project managers, resident engineers, inspectors, etc.
  • Coordinates and cooperates with other agencies, departments, divisions, and private utilities involved in or affected by projects.
  • Sets up and manages electronic and hard copy of construction project files.
  • Supports department goals in promoting diversity and social justice.
