Irving Shipbuilding Inc. is seeking a Senior Procurement Specialist.
The Senior Procurement Specialist will be expected to support internal stakeholders with the procurement of materials and services. Using sourcing strategies to manager spend and delivery value to the business. This includes but not limited to; analyzing market conditions, supplier qualification, provide contracting strategies and performing RFx events. A Senior Procurement Specialist will be required to negotiate and execute materials and services contracts, manage risk within the contract portfolio and manage supplier performance. They will be required to manage KPIs, cost analysis and development/refinement of supply chain processes. The Senior Procurement Specialist will also need to manage Subcontractor mobilization to site, including safety/security requirements, orientation, and kick-off meetings. All while engaging with internal stakeholders (Engineering, Operations, Sustaining Capital Projects, Management, Senior Leadership, HSE, Finance, etc.)

QUALIFICATIONS:

  • Education: Post secondary education in a relevant discipline preferred or three years of relevant experience in lieu of education.
  • Comprehensive depth and breadth of end-to-end procurement knowledge achieved through significant on the job work experience.
  • Experience: Demonstrated ability to complete assigned procurement tasks, with a minimum of 7 years of experience in Shipbuilding, Aerospace/Defence, Heavy Manufacturing, Construction industry.
  • Demonstrated ability to analyze & synthesize large amounts of information with high attention to detail.
  • Demonstrated proficiency with MS office suite.
    All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).

Responsibilities:

KEY RESPONSIBILITIES:

The Senior Procurement Specialist is accountable for full lifecycle procurement activities for a portfolio of multiple high/critical complexity procurement packages for the River Class Destroyer (RCD) program, inclusive of systems/equipment/material.

  • Perform requisite research & analysis in order to develop an optimal sourcing strategy across the assigned portfolio.
  • Execute stakeholder management activities to ensure accurate, timely, and clear advice is provided to the business to support progress & schedule adherence.
  • Perform full life cycle supplier management activities including all pre-qualification, supplier engagement, supplier negotiations, supplier performance management ensuring on time material delivery and IMS schedule adherence.
  • Develop & implement Requests for Information and Request for Proposal, managing these sourcing events to meet cost management and scheduling expectations.
  • Perform full suite contract management activities for assigned portfolio including contract preparation, executive briefings, participate and/or lead negotiations, and post award contract administration.
  • Fulfill Purchase Order management requirements including invoice review/attestation in order to ensure first time match invoice management.
